Mounds View City Council October 25, 2010 <br />Regular Meeting Page 2 <br /> <br />A. Resolution 7691, Consider a Special Assessment for an Unpaid Diseased Tree 1 <br />Charge. 2 <br /> 3 <br />Finance Director Beer stated a public hearing was held on October 11, 2010 to receive public 4 <br />input regarding the proposed assessment of unpaid administrative offense fines, diseased tree 5 <br />charges, and unpaid property abatement charges. One individual presented his case to the 6 <br />Council and the Council gave him two weeks to seek a resolution from the prior owner or Title 7 <br />Company. The Council made it clear that if the tree removal charge was not paid in the two 8 <br />weeks that it would be certified to the property taxes. 9 <br /> 10 <br />Finance Director Beer reported the property owner may pay the amount due by October 25, 2010 11 <br />to avoid the $35 administrative fee. At this point, the City has not received payment and will be 12 <br />forwarding the assessment to Ramsey County for collection with the 2011 property taxes. 13 <br /> 14 <br />Council Member Mueller questioned if the title company were to pay the homeowner before 15 <br />November 25th if the item would be assessed. Finance Director Beer indicated the amount would 16 <br />not be assessed if paid by November 25th. 17 <br /> 18 <br />Mayor Flaherty asked if staff had been in contact with the homeowner. Finance Director Beer 19 <br />indicated the matter was to be handled by the homeowner and Staff was available to provide any 20 <br />assistance necessary. 21 <br /> 22 <br />Mayor Flaherty requested staff speak with the homeowner prior to moving forward with this 23 <br />item. Finance Director Beer did not recommend proceeding in this manner as it was not the 24 <br />responsibility of other tax payers to pay for this diseased tree. 25 <br /> 26 <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 7691, 27 <br />Approving a Special Assessment for an Unpaid Diseased Tree Charge. 28 <br /> 29 <br />Council Member Stigney stated the Resolution certifying the amount to his property taxes may 30 <br />assist the homeowner with collection from the title company. 31 <br /> 32 <br /> Ayes – 5 Nays – 0 Motion carried. 33 <br /> 34 <br />B. Resolution 7690, Authorizing the Hire of Craig Swalchick to the PSO 35 <br />Position with the Mounds View Police Department. 36 <br /> 37 <br />Police Chief Kinney stated on August 9, 2010, the City Council authorized Resolution No. 7660 38 <br />to approve the hiring process from the active eligibility list for the currently vacant Public 39 <br />Service Officer (PSO) position. The opening was created due to the resignation of Jaren Zech on 40 <br />August 13, 2010. This position is a ¾ part time non-sworn employee handling various duties 41 <br />with animals and code enforcement issues. 42 <br /> 43 <br />Police Chief Kinney met with the Police Civil Service Commission on October 11, 2010 44 <br />regarding the procedures for completing the hiring process and an updated eligibility list of the 45
