Mounds View City Council October 25, 2010 <br />Regular Meeting Page 3 <br /> <br />following three names was certified by the commission: Craig Swalchick, Ryan Hegarty and 1 <br />Andrew Cherland. The top candidate on the list is Craig Swalchick. A successful background 2 <br />investigation was conducted on Mr. Swalchick. Staff from the Police Department have met with 3 <br />Mr. Swalchick and recommends he be hired to the position. 4 <br /> 5 <br />Police Chief Kinney seeks Council approval to proceed with appointing Craig Swalchick to the 6 <br />position of Public Service Officer at the step one pay rate according to the AFSCME labor union 7 <br />contract effective October 26, 2010. The current step one rate of pay is $12.73 per hour. 8 <br /> 9 <br />Council Member Stigney questioned if one-quarter of the PSO’s time was paid by the Economic 10 <br />Development. Finance Director Beer indicated this was the case. 11 <br /> 12 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Reading and Adopt Resolution 7690, 13 <br />Authorizing the Hire of Craig Swalchick to the PSO Position with the Mounds View Police 14 <br />Department. 15 <br /> 16 <br /> Ayes – 5 Nays – 0 Motion carried. 17 <br /> 18 <br />C. Resolution 7684, Authorizing INSPEC, Inc. to Prepare a Roof Management 19 <br />Program and Perform Roof Repair Administration Services. 20 <br /> 21 <br />Public Works Director DeBar stated Public Works has been investigating the reoccurring roof 22 <br />issues this past year, including a comprehensive roof management program proposal for all City-23 <br />owned buildings. This proposal was presented and discussed at the October 4, 2010 work session 24 <br />and considered for approval at the October 11, 2010 regular Council meeting. The Council seems 25 <br />to be on-board with the proposal, but the City Attorney had a concern with the dispute/resolution 26 <br />article of the consultant-supplied agreement being considered. The Council instructed staff to 27 <br />work with the City Attorney to revise the INSPEC agreement or draft an entirely separate 28 <br />agreement similar to the City Forestry consultant agreement. The City Attorney has reviewed the 29 <br />document and approved the revisions. 30 <br /> 31 <br />Public Works Director DeBar indicated this agreement is similar to what was drafted for the City 32 <br />Forestry services. City staff that the City Council consider adopting Resolution 7684 authorizing 33 <br />INSPEC to prepare a Roof Management Program and perform roof repair administration services 34 <br />for the higher priority repairs stemming from the Program evaluation. The total fee proposal is 35 <br />$11,400; however, this fee does not include any non-destructive testing that might be required for 36 <br />some roof evaluations. A 10% contingency ($1,100) is recommended to be added to this amount 37 <br />for a budget amount not to exceed $12,500. 38 <br /> 39 <br />Council Member Mueller stated the contract completion date was on or before March of 2011. 40 <br />She questioned if the contract would then expire if not completed. Public Works Director DeBar 41 <br />indicated this was an established deadline, but the work would be completed by INSPEC before 42 <br />March. 43 <br /> 44
