Mounds View City Council October 25, 2010 <br />Regular Meeting Page 8 <br /> <br />sewer construction will require removing/reconstructing the north edge (curbing, boulevard turf, 1 <br />asphalt pavement) of County Road H2 between Pinewood Court and Jackson Drive. 2 <br /> 3 <br />Public Works Director DeBar explained having the sidewalk in the north boulevard will align 4 <br />better with the bike path in the north boulevard of H2 on the west side of County Road 10. In 5 <br />addition, the south boulevard has fixed obstacles such as trees and parking lot runoff spillways 6 <br />from the Motor Trend property. Approving the Construction of a Concrete Sidewalk along 7 <br />County Road H2 placed in the north boulevard will also deter having to cross H2 when walking 8 <br />to Lambert Park. Residential properties are located on the north side of H2 between Jackson and 9 <br />Program, where commercial properties exist on the south side. City staff met in person with the 10 <br />three affected property owners to discuss the potential 6-1/2 foot concrete sidewalk 11 <br />improvement. This will require some tree removals as well as a short retaining wall just west of 12 <br />Jackson Drive. The entrances to Vino & Stogies will also need to be reconstructed. All property 13 <br />owners unanimously are in favor of the sidewalk improvement. 14 <br /> 15 <br />Public Works Director DeBar noted the estimated cost to construct the sidewalk is $20,000. 16 <br />However, with the tree removals, commercial entrances, and retaining wall construction, this cost 17 <br />is closer to $35,000. The sidewalk is being recommended at this time since major reconstruction 18 <br />for County Road H2 is currently not programmed. 19 <br /> 20 <br />Public Works Director DeBar indicated at their October 18, 2010 meeting, the Committee 21 <br />unanimously recommended (6-0) in favor of constructing the concrete sidewalk in the north 22 <br />boulevard of County Road H2 as part of the Area D project. City staff and Bonestroo concur with 23 <br />this recommendation. Staff recommends that the City Council consider adopting Resolution 24 <br />7694 approving the construction of a 6-1/2 foot wide concrete sidewalk in the north boulevard of 25 <br />County Road H2, located immediately behind the back of curb, between County Road 10 and 26 <br />Jackson Drive. 27 <br /> 28 <br />Council Member Stigney questioned if the sidewalk would set back from the street. He asked if 29 <br />asphalt could be used in lieu of concrete. Public Works Director DeBar stated the setback was 30 <br />necessary when mailboxes and street lights were in place. However, along H2 there was a 31 <br />parking lane which provided a buffer from moving traffic. Concrete was chosen for this project 32 <br />as it was smaller, but asphalt could be used. Concrete was more durable over time and the prices 33 <br />between the two growing closer. 34 <br /> 35 <br />Consulting Engineer Rhein explained asphalt paving machines were not able to complete a 6 ½ 36 <br />foot wide sidewalk unless done by hand, which would be extremely labor intensive. The 37 <br />minimum trail width for asphalt was eight feet. 38 <br /> 39 <br />Mayor Flaherty asked if the City had the proper equipment to clear a 6 ½ foot wide sidewalk. 40 <br />Public Works Director DeBar indicated the City had did have a machine to clear the concrete 41 <br />sidewalk as this was the standard width and the City would be responsible for clearing the new 42 <br />sidewalk along H2. 43 <br /> 44 <br />MOTION/SECOND: Mueller/Hull.
