Mounds View City Council October 11, 2010 Regular Meeting Page 2 Transfer of Ownership Approval for an Off-Sale 3.2 Malt Liquor 1 License at Speedway SuperAmerica, located at 2640 County Road I. 2 3 Assistant City Administrator Crane stated that this item is regarding Speedway SuperAmerica, 4 LLC (Ronald Edmiston, Owner) and their request for a transfer of business ownership for their 5 Off-Sale 3.2 Malt Liquor License to Northern Tier Retail, LLC (Rex Butcher, President) at 6 Speedway SuperAmerica located at 2640 County Road I. Northern Tier Retail, LLC will 7 continue to manage the business as Speedway SuperAmerica. The President of Northern Tier 8 Retail, LLC, Rex Butcher, has submitted all appropriate application materials and fees. Mr. 9 Butcher has not submitted a Certificate of Liquor Liability Insurance as required by the City 10 Code. This transfer of license is contingent on receiving this certificate. 11 12 Assistant City Administrator Crane indicated Staff has submitted background check applications 13 on the owner of Northern Tier Retail, LLC, to the Minnesota Bureau of Criminal Apprehension 14 (BCA) and to the Department of Public Safety, Investigation Division, in Connecticut. Staff 15 received a satisfactory background check with the Minnesota Bureau of Criminal Apprehension, 16 but has not received the background check report in Connecticut. This liquor license transfer 17 will be contingent on satisfactory background checks. The Finance Department has issued a 18 satisfactory report for SuperAmerica. The City’s Fire Marshal has issued a satisfactory report for 19 SuperAmerica. Staff recommends approval of this transfer of business license contingent on 20 satisfactory background checks and receipt of their Certificate of Liquor Liability Insurance. The 21 term of this license will be from November 1, 2010 to June 30, 2011. 22 23 Mayor Flaherty opened the public hearing at 7:10 p.m. 24 25 Hearing no public input, Mayor Flaherty closed the public hearing at 7:10 p.m. 26 27 Council Member Mueller questioned if the owner was acquiring additional SuperAmerica stores 28 in the area.
