Mounds View City Council October 11, 2010 <br />Regular Meeting Page 10 <br /> <br />Public Works Director DeBar stated he would prepare the proper agreement and paperwork for 1 <br />INSPEC. He noted he would be coming back to the Council with a Resolution for additional 2 <br />repair recommendations. 3 <br /> 4 <br />City Administrator Ericson stated he would forward the each Council Member a copy of the 5 <br />changes to the INSPEC agreement. Mayor Flaherty agreed with this recommendation. 6 <br /> 7 <br />Council Member Mueller requested the roof repairs be pursued in a green manner as this may 8 <br />allow for several grant opportunities. 9 <br /> 10 <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7684, 11 <br />Authorizing INSPEC, Inc. to Prepare a Roof Management Program and Perform Necessary Roof 12 <br />Repair in an amount not to exceed $12,500, and that the Contractor execute and enter into the 13 <br />City’s Independent Contractor Agreement, drafted as applicable to this matter. 14 <br /> 15 <br />Council Member Stigney wanted to be assured that the Council would review the independent 16 <br />contract agreement prior to work commencing and asked for an amendment to the motion. City 17 <br />Attorney Riggs recommended that the item be tabled to the next meeting to allow the Council to 18 <br />review the agreement. 19 <br /> 20 <br />MOTION/SECOND: Stigney/Mueller. To Waive the Reading and Postpone Resolution 7684, 21 <br />Authorizing INSPEC, Inc. to Prepare a Roof Management Program and Perform Necessary Roof 22 <br />Repair until Council can review the Independent Contractor’s Agreement at the October 25th 23 <br />Council Meeting. 24 <br /> 25 <br />Council Member Mueller expressed concern about postponing the Roofing Program further as 26 <br />several roofs were in need of repair. Public Works Director DeBar stated this was the case as 27 <br />winter weather was drawing closer and the report needed to be completed prior to receiving bids. 28 <br /> 29 <br />Mayor Flaherty stated he did not see the urgency as the management program as it would provide 30 <br />a plan for the future. 31 <br /> 32 <br />Council Member Stigney stated he was aware the roofs were in poor condition and in need of 33 <br />repair. This was not new information to the Council. He questioned when the roof management 34 <br />plan would be brought back to the Council. City Attorney Riggs stated this report would be back 35 <br />to the City 30 days after signing the agreement. 36 <br /> 37 <br /> Ayes – 5 Nays – 0 Motion carried. 38 <br /> 39 <br />8. CONSENT AGENDA 40 <br /> 41 <br />A. Licenses for Approval. 42 <br />B. Resolution 7678, Accepting a Donation from Bethlehem Baptist Church in 43 <br />the amount of $16,892. 44
