Mounds View City Council October 11, 2010 Regular Meeting Page 10 Public Works Director DeBar stated he would prepare the proper agreement and paperwork for 1 INSPEC. He noted he would be coming back to the Council with a Resolution for additional 2 repair recommendations. 3 4 City Administrator Ericson stated he would forward the each Council Member a copy of the 5 changes to the INSPEC agreement. Mayor Flaherty agreed with this recommendation. 6 7 Council Member Mueller requested the roof repairs be pursued in a green manner as this may 8 allow for several grant opportunities. 9 10 MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7684, 11 Authorizing INSPEC, Inc. to Prepare a Roof Management Program and Perform Necessary Roof 12 Repair in an amount not to exceed $12,500, and that the Contractor execute and enter into the 13 City’s Independent Contractor Agreement, drafted as applicable to this matter. 14 15 Council Member Stigney wanted to be assured that the Council would review the independent 16 contract agreement prior to work commencing and asked for an amendment to the motion. City 17 Attorney Riggs recommended that the item be tabled to the next meeting to allow the Council to 18 review the agreement. 19 20 MOTION/SECOND: Stigney/Mueller. To Waive the Reading and Postpone Resolution 7684, 21 Authorizing INSPEC, Inc. to Prepare a Roof Management Program and Perform Necessary Roof 22 Repair until Council can review the Independent Contractor’s Agreement at the October 25th 23 Council Meeting. 24 25 Council Member Mueller expressed concern about postponing the Roofing Program further as 26 several roofs were in need of repair. Public Works Director DeBar stated this was the case as 27 winter weather was drawing closer and the report needed to be completed prior to receiving bids. 28 29 Mayor Flaherty stated he did not see the urgency as the management program as it would provide 30 a plan for the future. 31 32 Council Member Stigney stated he was aware the roofs were in poor condition and in need of 33 repair. This was not new information to the Council. He questioned when the roof management 34 plan would be brought back to the Council. City Attorney Riggs stated this report would be back 35 to the City 30 days after signing the agreement. 36 37 Ayes – 5 Nays – 0 Motion carried. 38 39 8. CONSENT AGENDA 40 41 A.
