Mounds View City Council October 11, 2010 <br />Regular Meeting Page 9 <br /> <br /> 1 <br />H. Second Reading and Adoption of Ordinance 854, an Ordinance Amending 2 <br />Chapter 515 of the Mounds View City Code about the Licensing of Tattoo 3 <br />and Body Art Establishments. 4 <br /> 5 <br />City Administrator Ericson stated that during the last legislative session, a new law was adopted 6 <br />to regulate body piercing and other body modification services (comprehensively referred to as 7 <br />“body art” establishments) in Minnesota. Mounds View has had provisions regulating these 8 <br />businesses since 2000, when the City Council adopted Ordinance 663. No such business ever 9 <br />located in the community, although there have been a few inquiries over the years. 10 <br /> 11 <br />City Administrator Ericson noted the Council reviewed the proposed revisions at their work 12 <br />session meeting on September 7, 2010 and was generally supportive of the changes. On 13 <br />September 27, 2010, the Council approved the first reading and introduction of the ordinance. 14 <br />No changes or revisions have been made from the version presented September 27th. Staff 15 <br />recommends approval of the second reading and adoption of Ordinance 854. 16 <br /> 17 <br />MOTION/SECOND: Mueller/Hull. To Waive the Second Reading and Adopt Ordinance 854, 18 <br />an Ordinance Amending Chapter 515 of the Mounds View City Code about the Licensing of 19 <br />Tattoo and Body Art Establishments and to publish a summary of the Ordinance as authorized by 20 <br />City Charter. 21 <br /> 22 <br />ROLL CALL: Hull/Stigney/Mueller/Gunn/Flaherty. 23 <br /> 24 <br /> Ayes – 5 Nays – 0 Motion carried. 25 <br /> 26 <br />I. Resolution 7684, Authorizing INSPEC, Inc. to Prepare a Roof Management 27 <br />Program and Perform Roof Repair Administration Services. 28 <br /> 29 <br />Public Works Director DeBar stated that this item is regarding a roof management plan for the 30 <br />City’s 16 separate buildings. He indicated a comprehensive approach was being taken to manage 31 <br />the roofs as there was over 100,000 square feet of roofing area and many of these roofs are 32 <br />original and will need to be repaired or replaced in the near future. The City contacted several 33 <br />companies and received two proposals from qualified consultants for the Roof Management 34 <br />Program for fee amounts of $8,900 and $13,400. He recommended this plan proceed and be 35 <br />completed before winter to assess the roofs and complete the necessary repairs. These expenses 36 <br />were not included in the 2010 budget, but roof improvements could be completed under the 37 <br />Special Projects account for the intermediate rehabilitation work to the Public Works facility. 38 <br />Staff recommends authorizing INSPEC to prepare a Roof Management Program and perform 39 <br />necessary roof repair for the higher priority repairs stemming from the Program evaluation. 40 <br /> 41 <br />Council Member Stigney questioned if INSPEC would be working as an independent contractor. 42 <br />City Attorney Riggs stated this would be the best arrangement as INSPEC would be working on 43 <br />behalf of the City. 44 <br /> 45
