The City is required to improve the stormwater <br />management with the street reconstruction projects. This stormwater management includes constructing <br />infiltration basins, or rain gardens, in the grass area behind the street curb. This grass area (commonly <br />referred to as the boulevard) is located in the City owned right-of-way that typically extends ten to twenty <br />feet behind the street curb. <br /> <br />The infiltration basin will collect part of the stormwater runoff from the new street, allowing it to infiltrate, or <br />soak back into the boulevard ground. You will still be required to maintain and mow the boulevard area in <br />front of your property, as you do now, which will include this infiltration basin. There is no cost or special <br />assessment to you for any part of the street and utility improvement project or for the infiltration <br />basin construction. <br /> <br />The City invites you to attend a public information meeting (as part of a regular Streets and Utilities <br />Committee meeting) to learn more about these infiltration basins and to provide you the opportunity to ask <br />questions to City staff and design engineers. The meeting details are as follows: <br />PUBLIC INFORMATION MEETING FOR <br />STORMWATER INFILTRATION BASINS IN AREA D <br />7:00 P.M. – MONDAY, OCTOBER 18, 2010 <br />MOUNDS VIEW CITY HALL – 2401 HIGHWAY 10 <br />If you cannot attend the meeting, it will be broadcast live and replayed on Channel 16. You may also <br />stream the meeting broadcast from the City’s website at www.ci.mounds-view.mn.us. <br /> <br />A Frequently Asked Questions (FAQ) - Stormwater Infiltration Program handout is enclosed for your <br />review. Much of the information in the FAQ handout will be covered and discussed at the public <br />information meeting. <br /> <br />You can appeal the decision to construct this infiltration basin next to your property. The City has <br />established an appeal process that includes specific physical conditions or other potential hardships that <br />the appeal must be based upon. All appeals must be submitted by completing the Stormwater Infiltration <br />Program (SIP) Appeal Form. To be considered, all appeals must be postmarked or submitted to the Public <br />Works Department no later than 4:30 p.m. on November 5, 2010. <br /> <br />The Engineering staff of the Public Works Department is available to discuss any of your questions or <br />concerns. You may also make a request to have the Engineering staff mark the location of the infiltration <br />basin in the boulevard in front of your property.
