Res. 7702, Approving Proposed Locations for Stormwater Infiltration Basins in Area D of the SUIP
November 22, 2010
Page 2
owner describes the localized ponding and drainage issues that have occurred in the past
associated with stormwater runoff from the building roof.

The hot spot land use physical parameter is unrelated to the drainage issues described by the
applicant. The proposed infiltration basin is only collecting stormwater runoff from the street
surface, and will not take any runoff originating from the building roof. Furthermore, the
reconstructed streets will cut-off any drainage toward the building, lowering the risk for
additional localized flooding caused by roof runoff.

The second physical parameter is based upon item A7 relating to spacing of the infiltration
basins efficiently throughout the project area, not lumping in one location, and leaving other
suitable areas without treatment. The applicant suggests that there appears to be more
lumping of basins on Jackson Drive north of Bronson Drive versus south of Bronson. The
applicant further suggests that a basin could be installed on the corner of Jackson and
Bronson, where no basin is planned.

The property owner has a significant amount of street frontage, equivalent to the 9 homes
located across the street from the property. The two basin locations planned adjacent to
applicant’s property are spaced appropriately to collect an appropriate amount of runoff for the
drainage area. The corner of Jackson and Bronson is not an appropriate location for a basin
since this is a high point on the block and no stormwater runoff would be collected at this
location.

City staff and the S/U Committee (4-0) recommend denying this appeal since the physical
parameter claims are not met.

Recommendation:
Staff recommends that the City Council consider adopting Resolution 7702 denying the two
SIP appeals received and approving the proposed stormwater infiltration basin locations in
Area D of the Street and Utility Improvement Program.

Respectfully submitted,

Nick DeBar - Public Works Director

Attachments:
SIP Notice
SIP FAQ handout
Area D Stormwater Infiltration Basin Location Map
Appeal Form – 5486 Erickson Road
Appeal Form – 5445 Jackson Drive
Resolution 7702
