Reso. 7713, Authorizing INSPEC, Inc. to Design and Prepare Bidding Documents for 2011 Roof Projects <br />December 13, 2010 <br />Page 2 <br /> <br />The following is the scope of work and basic services for the design phase for the 2011 Roof <br />Replacement Projects: <br /> <br />Scope of Work: <br />The project will include reroofing of the 1960 original building and 1975 addition of City Hall, which <br />consist of ballasted single-ply roofs installed in 1998; the kitchen roof at the Community Center; <br />and Well Buildings #5 and #6. Our proposed reroofing is based on the removal of the existing rock <br />ballast and membrane to the existing insulation (salvaging the insulation if possible or providing <br />new insulation), adding new insulation as necessary to meet existing code requirements and to <br />improve drainage, installing a built-up roof membrane or 60-mil EPDM membrane with a 20-year <br />warranty. New color-coated sheet metal will be installed at the roof details. <br /> <br />Basic Service-Design: <br />1. Site verification: Includes key roof-related details verified in the field using exploratory test <br />openings, including verifying dimensions, and sketching and photographing the actual existing <br />conditions. We will also observe and evaluate the following to provide a basis for the <br />development of the reroofing design: <br />a. Ponding layouts; <br />b. Interior verification of decking; <br />c. Exterior verification of decking at test cut locations; <br />d. Existing drainage and leader sizing; <br />e. Possible new roof drain locations; <br />f. Wall conditions adjacent to the roof (through-wall flashing); <br />g. Discuss roof history with building personnel; <br />h. Code considerations updated; and <br />i. Reusing existing wood block; <br />2. Design Development: <br />a. Address special roof detailing, tapered insulation to improve drainage, overflow <br />drainage, mechanical curb modifications, removing obsolete items and other issues <br />related to this project, and also a review of the project prior to the preparation of final <br />construction documents. <br />b. An energy analysis of the existing roof system and the proposed new roof system will <br />be conducted. <br />c. Based on the background information, viable roof detailing for long-term watertight <br />conditions will be determined and presented for a final decision regarding the reroofing <br />design. <br />d. Based on these decisions in design development, construction documents for this <br />project will be fully developed. <br />3. Bidding Documents (Plans/Specifications): Drawings and full specifications will be prepared <br />including the City's insurance and bonds requirements, along with summary of work and <br />technical sections. Drawings will delineate the design intent graphically and will be prepared in <br />a format that is easy to bid and construct from. Outline specification information will include <br />insurance, performance bonds, a construction schedule, submittal requirements, and other <br />project-related information. <br />
