Reso. 7713, Authorizing INSPEC, Inc. to Design and Prepare Bidding Documents for 2011 Roof Projects <br />December 13, 2010 <br />Page 3 <br />Funding: <br />The proposed 2011 budget includes monies to address the roof replacements being considered. <br />The following is a breakdown of the funding locations: <br /> <br />• $175,000 for City Hall under 280-4180-7050, Special Projects; <br />• $10,000 for MVCC under 252-4350-7030, Community Center Building Overhead; <br />• $65,000 for Well No. 5 & 6 under 700-4823-7050, Water Infrastructure & Equip. Maintenance. <br />Total combined proposed funding amount: $250,000 <br /> <br />The discrepancy between the INSPEC combined estimated cost of $339,720 and the combined <br />fund amount of $250,000 is due to the overly conservative estimate used by INSPEC, namely for <br />the City Hall roof replacement costs. City staff solicited two roofing quotes during summer 2010 <br />for City Hall that ranged from $117,000 to $120,000. Like most capital improvement planning, <br />INSPEC used a crude estimate of $120 per square foot. This unit price is most likely much higher <br />than what will actually be bid. <br /> <br />City staff recommends adding a 5% contingency ($600) to the INSPEC fee of $12,200 to cover <br />any additional investigation or evaluation that could occur during the site verification. This <br />contingency will only be spent if these unknowns occur. <br /> <br />Recommendation: <br />City staff recommends that the City Council consider adopting Resolution 7713, which will <br />authorize INSPEC to perform professional services to design and prepare plans/specifications for <br />use in bidding partial roof replacements for City Hall and the MVCC, and full roof replacements for <br />Well No. 5 and 6. If approved, an Owner-Engineer agreement will be drafted for $12,200.
