Maintaining flexibility is important when promoting access <br />consolidation, including consideration of existing conditions, physical barriers or constraints. <br /> <br />The traveling public benefits from access spacing, whether using grade-separated crossings, frontage <br />roads, right turn only entrances/exits, etc. Given the number of agencies potentially involved in <br />reviewing plats and access points, access guidelines, and corridor management practices should be <br />implemented at the state, county and city level. <br /> <br />MnDOT has developed guidelines for access management based upon their goals of safety, mobility, <br />and statewide growth. One may find MnDOT’s access spacing guidelines on the MnDOT website. <br /> <br />Ramsey County does not have formalized access spacing guidelines. The county examines each <br />tuation and request on a case-by-case basis usisi <br /> <br /> <br />Existing Traffic Volumes <br /> <br />The Metropolitan Council’s Transportation Policy Plan supports the maintenance and enhancement of <br />transportation facilities to accommodate growth and reinvestment in the city. The Metropolitan <br />Council has made forecasts the City’s growth as shown in Table 20 on page 6-16. The City and the <br />Metropolitan Council expect to accommodate this growth through in-fill development, redevelopment <br /> <br />and changes in the city’s housing stock. Table 20 on page 6-16 also provides the demographic <br />assumptions for the transportation plan by traffic analysis zone (TAZ). Figure 15 on page 6-18 shows <br />the location of each TAZ in the City. <br />
