2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 6: Transportation 6-37 <br />located just north of Mounds View in the City of Blaine. <br />Portions of the northern third of Mounds View lie within the safety zones of the north-south runways. <br />The Metropolitan Council’s Aviation Policy Plan classifies the Anoka County-Blaine airport as a <br />minor airport and as a regional system reliever airport. The airport is the largest of the six <br />Metropolitan Airports Commission (MAC) reliever airports, and the second busiest reliever airport in <br />the metropolitan area. This facility serves the most diverse aircraft mix in the reliever system <br />including corporate jets, recreational pilots and antique aircraft. The airport has a contract air traffic <br />control tower, a 4,855-foot north-south runway and a 5,000 east-west runway equipped with an <br />instrument landing system (ILS). Two full-service operators and several single-service operators are <br />based at the airport. This airport generates over $30 million in economic activity, serves as a base for <br />nearly 500 aircraft, and supports over 90,000 takeoffs and landings annually. In 2008, an additional <br />14,000 square foot terminal and 65,000 square foot of hangar space was added. <br /> <br />Pursuant to the terms of the Settlement Agreement and Mutual Release entered into on May 15, 2000, <br />by and between the City of Mounds View, Metropolitan Airports Commission, and Metropolitan <br />Council, the runway length of the north-south runway is limited to its current length of 4,855 feet until <br />December 31, 2020 unless preempted by a future act of the Minnesota legislature. The east-west <br />runway was recently extended to 5,000 feet, the maximum length allowed under current law. The <br />classification of the Anoka County-Blaine Airport remains a “minor use” airport as defined by law. <br /> <br />On November 24, 2008, the Mounds View City Council passed a resolution opposing the expansion <br />of the Anoka County-Blaine Airport runway(s), and opposing any legislative efforts to reclassify the <br />airport as an intermediate status facility. <br /> <br /> <br />The Anoka County-Blaine Airport is
