2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Purpose: <br /> <br />The purpose of the Mounds View Comprehensive Plan is to help the public and private sector in <br />planning for physical, social and economic development. To this end, the 2030 Comprehensive Plan <br />will: <br />• Guide future development and redevelopment in an orderly manner. <br />• Define the proper functional relationships between different types of land uses. <br />• Help coordinate public and private sector decisions. <br />• Encourage orderliness and economy in city government. <br />• Provide for a sense of city identity. <br /> <br />The goals and policies contained in the following chapters form the basic and fundamental plan for <br />the City. In this regard, they actually serve two functions. First, their purpose is to guide all public <br />and private actions and development within the city. In addition to this active function, they also <br />serve the more passive function of establishing evaluation criteria for the development and change <br />that subsequently occurs. Policies are collective in nature. Although a single policy may in some <br />cases define a decision or course of action, it is more commonly the case that several policies apply <br />to a given situation. The City must approach and use the Comprehensive Plan with this <br />understanding. <br /> <br />To ensure proper understanding and clarification, the City defines the following terms as noted: <br /> <br />Goals: The desired end products that will ultimately result in achieving the kinds of <br /> living, working, and recreational areas that are desired and that are in accord <br /> with accepted policies and standards. <br /> <br />Policies: The means to achieve the established goals. Policies involve a general course <br /> of conduct. They are goals translated into legislative action. <br /> <br />Planning decisions not only have an impact on land use, but also affect the provision of public <br />facilities and services. The ability to provide these facilities and services efficiently is one of the <br />responsibilities of local government. Through this process, cities can determine the current and <br />future services that will be necessary to meet the needs and demands of its residents and businesses. <br /> <br />Chapter 1: Introduction <br /> <br />1-3
