2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Update Process: <br /> <br />To be effective, the comprehensive planning process should actively involve citizens. As citizens <br />become aware of the planning process, they will learn how to remain involved in the future. Citizen <br />involvement creates ownership in the plan by the residents. City officials can then have confidence <br />that decisions they make consistent with the comprehensive plan have citizen support. <br /> <br />To this end, and to assist in the updating of the comprehensive plan, the Mounds View City Council <br />created a task force that met monthly with City staff to review the Comprehensive Plan chapter by <br />chapter. They also had help in reviewing the plan from the Economic Development and the Parks, <br />Recreation & Forestry Commissions. The Planning Commission also reviewed each chapter along <br />with the Task Force. <br /> <br />The Planning Commission used the recommendations from the Comprehensive Plan Task Force and <br />city staff to review and update the plan. City staff compiled the results of that review into a draft of <br />the Comprehensive Plan and then presented the draft to the City Council. In addition, as part of the <br />process, the City held an official public hearing and took public comments on the proposed plan. <br />The City Council will approve the document for review by adjacent communities and the <br />Metropolitan Council. <br /> <br />At the annual Town Hall Meeting (on April 19, 2008), city staff provided information to help <br />Mounds View citizens understand what the Comprehensive Plan is and to get some interactive <br />feedback from those in attendance. During the Town Hall Meeting, city staff displayed information <br />on what a Comprehensive Plan is, what the required elements of the Comprehensive Plan are, and <br />what the current and future Comprehensive Plan land use designations are. <br /> <br /> <br />City-Wide Goals: <br /> <br />Mounds View has developed a set of city-wide goals. They are the basis for the City’s planning, <br />development and redevelopment efforts. The overall City goals are: <br /> <br /> Citizen Involvement Goal: The decisions and actions of city government should consider <br />the needs and desires of its citizens. The City will provide a wide range of opportunities for citizen <br />participation and community involvement in local decisions. <br /> <br /> Communication Goal: The City will encourage and promote communication with the <br />public to help achieve a high level of citizen participation and community involvement. <br /> <br /> City Implementation Goal: The City will use a rational and democratic system to help the <br />citizens, City Council and management decide about the use of resources.
