2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 7: Economic Development 7-11 <br /> <br />• Due to the added complexities of redevelopment, evaluate and adjust, if necessary, ordinances to <br />expedite the ease of redevelopment of targeted areas. <br /> <br />• Mounds View will consider the redevelopment or expansion of an existing business, new <br />commercial or industrial development, or residential housing even if it involves the acquisition, <br />demolition or relocation of an existing business or residential properties. <br /> <br />• The City will consider the redevelopment or expansion of an existing business, or new <br />commercial or industrial development, or residential housing only if the review process includes <br />a reasonable opportunity for public input by those business owners and homeowners that the <br />proposal could affect. Whether or not such parties support (or, at a minimum, do not reasonably <br />oppose) any proposed redevelopment, expansion, new development or new project will be one of <br />the more important factors in determining the City’s position with respect to any such proposal. <br />The City Council and EDA will need to decide whether the actual or potential benefits to the <br />City (from any such proposal) outweigh the actual or potential negative impacts on individuals, <br />businesses or the city as a whole. <br /> <br /> <br />Miscellaneous Economic Development Goals: <br /> <br />• The City will facilitate communications between and among the City, Ramsey County, local <br />businesses, the Chamber of Commerce, the Convention and Visitors Bureau, local educational <br />institutions, and any other parties or entities having a direct or indirect interest in the economic <br />prosperity of Mounds View. <br /> <br />• The City will continually develop and review more specific priorities to provide guidance to City <br />staff, business owners, developers, and residents with respect to areas the City intends for <br />concentrated development efforts (geographic and otherwise). <br /> <br />• Support and advocate for public transportation and transit improvements that serve the needs of <br />City residents and business community. This should include the County Highway 10 <br />Improvement Project and the Twin Cities Army Ammunitions Plant (TCAAP) Development in <br />Arden Hills. <br /> <br />• Advocate with providers of telecommunications and technology infrastructure to ensure that they <br />sufficiently provide these facilities and services to residents and the businesses. <br />
