2008 Mounds View Comprehensive Plan ______________________________________________________________________________ Chapter 7: Economic Development 7-11 • Due to the added complexities of redevelopment, evaluate and adjust, if necessary, ordinances to expedite the ease of redevelopment of targeted areas. • Mounds View will consider the redevelopment or expansion of an existing business, new commercial or industrial development, or residential housing even if it involves the acquisition, demolition or relocation of an existing business or residential properties. • The City will consider the redevelopment or expansion of an existing business, or new commercial or industrial development, or residential housing only if the review process includes a reasonable opportunity for public input by those business owners and homeowners that the proposal could affect. Whether or not such parties support (or, at a minimum, do not reasonably oppose) any proposed redevelopment, expansion, new development or new project will be one of the more important factors in determining the City’s position with respect to any such proposal. The City Council and EDA will need to decide whether the actual or potential benefits to the City (from any such proposal) outweigh the actual or potential negative impacts on individuals, businesses or the city as a whole. Miscellaneous Economic Development Goals: • The City will facilitate communications between and among the City, Ramsey County, local businesses, the Chamber of Commerce, the Convention and Visitors Bureau, local educational institutions, and any other parties or entities having a direct or indirect interest in the economic prosperity of Mounds View. • The City will continually develop and review more specific priorities to provide guidance to City staff, business owners, developers, and residents with respect to areas the City intends for concentrated development efforts (geographic and otherwise). • Support and advocate for public transportation and transit improvements that serve the needs of City residents and business community. This should include the County Highway 10 Improvement Project and the Twin Cities Army Ammunitions Plant (TCAAP) Development in Arden Hills. • Advocate with providers of telecommunications and technology infrastructure to ensure that they sufficiently provide these facilities and services to residents and the businesses.
