2008 Mounds View Comprehensive Plan
________________________________________________________________________

Chapter 8: Intergovernmental Coordination

8-5
region than would have occurred without intervention. The seven member cities share more than
just an association with the north I-35W corridor. They are a part of a sub-regional setting that
common geography, shared patterns of movement, economics and cultural connections has shaped.

The North Metro 35W Corridor Coalition is presently comprised of five member cities (Blaine,
Circle Pines, Lexington, Mounds View and New Brighton) and two member counties (Ramsey and
Anoka) plus several business partners. The Coalition is focusing its resources in 2008 and 2009 on
the following Tasks:

• Cooperate with Mn/DOT and other appropriate agencies and organizations to effectively
invest the funds appropriated by Congress for Federal Fiscal Year 2008 plus available
matching funds for design plans for the future expansion of the I-35W Corridor between
I-694 and CR 23/Lake Drive in Lino Lakes; and for design and construction of an auxiliary
lane between Lake Drive and TH 10 on Southbound I-35W.

• Prepare and submit applications for Federal Fiscal Year 2009 appropriations for the design
and construction of a capacity expansion project at the I-35W/I-694 Interchange, design and
construction of an auxiliary lane between Lake Drive and the 95th Avenue Interchange on
Northbound I-35W, and, the design and environmental analysis required for approvals of
plans for the future expansion of I-35W north of I-694.

• Advocate for the accelerated expansion of I-694 to 3 lanes in each direction between 35W
and 35E, including the reconstruction of the Snelling Avenue / TH 10 Interchange, the
reconstruction of the I-694 Interchange, and the expansion of I-694 between Lexington
Avenue and Rice Street.

• Review and determine the future scope of Coalition Purpose and Work Tasks; expand
Coalition membership and resources consistent with decisions on future purpose and tasks;
recruit, activate and retain private sector partners; and enlist ex-officio participation by
appropriate Public agencies.

• Develop and implement a comprehensive communications plan that educates and informs
Coalition citizens about Coalition purpose and actions; informs elected Federal, State,
Region, County and City elected officials on Coalition priorities and proposed actions; and
keeps Coalition Board Members and Partners informed on all activities of the Coalition.

Mounds View will continue to work collaboratively with the North Metro 35W Corridor Coalition,
its member cities and counties, its business partners as well as non-member cities and agencies.
These efforts will be to address and respond to regional and sub-regional growth issues and the
resulting transportation impacts.
