City of Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 9: Implementation <br /> <br />9-2 <br />Introduction <br /> <br />The Mounds View Comprehensive Plan is an official public document that serves as a policy guide for <br />decision-making about the development of the city. As such, the plan is a flexible guide for those who <br />use it and it is not a law or ordinance. For the plan to be effective, the City must develop an <br />implementation plan that identifies the City’s strategy for carrying out the stated goals and objectives <br />and reaching the desired goals. Once the City adopts the Comprehensive Plan, the City will develop a <br />detailed implementation plan based on the recommended goals and policies identified in each element. <br /> <br />The following outlines the actions the City will take to implement this plan. <br /> <br />Administration <br /> <br />Mounds View has many tools and programs in place to implement the Comprehensive Plan. These <br />programs include economic development, community facilities (i.e. transportation, sewer, water), parks <br />and recreation and public safety. These tools and programs include the following: <br /> <br />1. Zoning, Subdivision, Housing, and other City Codes <br /> <br />2. Zoning Map <br /> <br />3. Annual Economic Development Goals & Priorities <br /> <br />4. Annual City Budget and Long Term Financial Plan <br /> <br />5. Street & Utility Improvement Program <br /> <br />6. Local Surface Water Management Plan <br /> <br />7. Park Improvement Plan <br /> <br />8. Housing Replacement Program <br /> <br />The City will review and revise these programs as necessary to ensure that future actions by the City <br />are consistent with the adopted policies, goals and recommendations of the Comprehensive Plan. These <br />initiatives involve existing programs such as economic development but also expand other areas such as <br />housing. The following sections describe these initiatives and their purpose. <br />
