City of Mounds View Comprehensive Plan
________________________________________________________________________

Chapter 9: Implementation

9-5
Economic Development

The City recognizes that redevelopment will be necessary to maintain a healthy and viable city.
Redevelopment areas include those areas in Mounds View that do not convey the overall development
values of the City by their appearance or by their current use.

To this end, the City will:

1. Annually update the City’s economic development goals and priorities, and continue to
work on their implementation.

2. Actively continue to work on the County Highway 10 redevelopment plans.

3. Work with the City Council and Economic Development Commission to brand and
market the city to keep commercial areas viable and to present a unified and consistent
image of Mounds View.

Intergovernmental Coordination

1. Continue to work with other governmental agencies and private companies to provide
efficient and cost effective public services.

2. Continue to participate in the North Metro 35W Corridor Coalition and the Ramsey
County GIS User Group.

Education

The government plays an important role in educating its citizens. Through education, citizens are better
able to make informed choices about matters that not only affect their personal lives but also about what
may affect their neighbors and the city as a whole. All programs that the City administers should have
an education component. The education program will serve as the base for these programs. This
program will include public relations, community outreach, media and technology.

Capital Improvement Plan (CIP)

The CIP is a planning document that makes a general policy statement through the allocation of
financial resources to various city needs and requests. This document lists the City Council’s
prioritization of the financial resources available for capital project spending by identifying the projects
the City should include, when the City should construct them and how the City will finance them.
