2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />In order to accomplish the over all goals listed above, the City has the following additional goals: <br /> <br /> Economic Goal: The City will provide a supportive climate for business consistent with <br />orderly planning, development and redevelopment. <br /> <br /> Employee Goal: The City will provide and develop highly motivated, professional, <br />experienced, productive and well-trained employees with high morals and a stake in the City’s <br />future. <br /> <br /> Finance Goal: The City will finance its activities so they foster the City’s growth and <br />redevelopment, improve the citizen’s lives and assure the City’s financial stability. <br /> <br /> Metropolitan Goal: The City will actively participate in finding solutions to metropolitan <br />problems that affect the City or its citizens. <br /> <br /> Public Services and Infrastructure Goal: The City will provide and maintain <br />comprehensive, high quality and cost effective services. The City will provide these services in a <br />fair and democratic way. <br /> <br /> Safety and Social Order Goal: The City will provide an environment to enjoy life in peace <br />and freedom from criminal acts and preventable disasters. <br /> <br /> Urban Design Goal: The City will strive to improve the appearance of the community, <br />maintain compatible land uses and encourage a sensitive integration among activities, man-made <br />facilities and the natural environment. <br /> <br />These are the City’s overall goals. There also are specific goals and policies in each of the chapters <br />of this plan. <br /> <br />Plan Organization: <br /> <br />The Comprehensive Plan Update is organized into ten chapters covering the following topics: an <br />introduction, community background, land use, housing, public facilities, transportation, economic <br />development, intergovernmental coordination, and implementation. Each of these chapters includes <br />a general overview, goals and policies, and background information in terms of maps and tables to <br />help users understand the current condition of the City and the future to which the City aspires. <br />Chapter 1: Introduction <br /> <br />1-5
