2 <br /> <br />On October 1, 2008, the Planning Commission reviewed and commented on the latest versions <br />of several chapters and parts of the 2008 Comprehensive Plan update. These included the <br />future land use map and the economic development, introduction, community background, land <br />use, intergovernmental coordination and housing chapters. <br /> <br />On November 5, 2008, the Planning Commission reviewed the updated Public Facilities and <br />Transportation chapters of the Comprehensive Plan update. The commission was in general <br />agreement with the proposed updates to these chapters and provided staff with a few <br />comments and edits to make to each of these chapters. <br /> <br />On November 19, 2008, the Planning Commission held a public hearing to review and consider <br />the entire 2008 Comprehensive Plan update. City staff also invited the Comprehensive Plan <br />task force members to this meeting to allow them a chance to comment on the proposed plan <br />update. The Commission and the three task force members in attendance discussed the plan <br />update and provided city staff with comments and changes they want the City to make to the <br />proposed plan. Many of the comments and requested changes are typographical and style in <br />nature and would not affect the overall content or policy direction of the plan. <br /> <br />After the review and discussion of the proposed plan, the Planning Commission adopted <br />Resolution 897-08, supporting Council approval of the 2008 Comprehensive Plan update. I <br />have attached this resolution for your reference. <br /> <br />On December 1, 2008, the City Council, during their work session, reviewed the draft <br />Comprehensive Plan update and provided staff with comments and direction about the plan. <br /> <br />Discussion: <br /> <br />The draft 2008 plan has nine chapters and supporting documentation. Since I joined the City in <br />June, I, along with other City staff, have been reviewing and editing the chapters. Staff has <br />made many of the changes and additions to the proposed plan to make the plan more complete <br />and to meet the requirements of the Metropolitan Council. The Planning Commission has <br />reviewed and commented on each of the proposed chapters and the Economic Development <br />Commission (EDC) reviewed and commented on the proposed Economic Development <br />chapter. <br /> <br />Staff has assembled and printed the entire proposed 2008 Comprehensive Plan update. We <br />have scheduled a public hearing with the City Council to review the proposed plan update and <br />to get comments from the Council and the public about the proposed 2008 plan update. As <br />such, please bring your copy of the Plan Update and be prepared to review the entire <br />Comprehensive Plan Update during the meeting. <br /> <br />As noted above, the Planning Commission and the task force members held a joint meeting on <br />November 19 where they provided staff with comments about the proposed plan. There are <br />three important changes suggested by the Planning Commission and task force that staff made <br />to the proposed plan. They include: <br /> <br />- Goal 3 e. on page 3-4. We changed the language of this goal to use the more <br />general term of “storm water infiltration features” instead of rainwater garden.
