3 - On page 4-21, Figure 9, we have included an updated color map. - Goal 1 on page 6-2. We revised the language of this goal to address the concerns of the task force and planning commission members. This plan update is major re-write of the Comprehensive Plan. It includes many new and updated maps, updated statistics and pictures, the latest information and requirements of the Metropolitan Council and references to the street and utility program. It does keep, however, most of the existing goals and policies of the City. While staff has made significant changes and additions to the Comprehensive Plan, we want to be sure the proposed plan and all its contents reflect the wants and needs of the City. To this end, please review all the parts of the proposed Comprehensive Plan to ensure that it meets your expectations and the needs of the City as a guiding policy document. When finished, the Comprehensive Plan should represent the culmination of the community’s vision for the City. Since the Council work session in December, city staff has made the final corrections to the proposed plan. These corrections and changes include those from the City Council, the Planning Commission, the task force, staff from Bonestroo and Clerk-Administrator Ericson. Because of the large number of pages with changes, staff reprinted the entire Comprehensive Plan for your use and review. Please replace the entire document in your current plan binder with those included with this report to have the most up-to-date material to review. After City Council approval of the proposed resolution, the City must send a copy of the approved plan to all adjacent cities and other governmental units (Ramsey County, watershed district, school district, etc.) to allow them to comment on the plan. After the comment period, City staff will bring the plan back to the City Council for final approval before submitting the plan to the Metropolitan Council for their approval. Recommendation: Staff recommends approval of Resolution 7393. This resolution gives preliminary approval to the 2008 Comprehensive Plan update and authorizes City staff to distribute the plan update to adjacent and affected governmental units to allow their review of the Plan.
