2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 3: Land Use <br /> <br />3-2 <br />Introduction <br /> <br />Mounds View is part of the Twin Cities Metropolitan Region and has developed primarily into a <br />residential city. The 2030 Regional Development Framework, as adopted by the Metropolitan <br />Council, has designated Mounds View as a “developed community.” This means that more than 85 <br />percent of the land within the borders of the city is developed. <br /> <br />The intent of Mounds View’s land use element is to show the use of land and water including lakes, <br />wetlands, natural drainage courses, and adjoining land areas that affect natural water resources for <br />residential, commercial, industrial, and other public and private purposes. This element will <br />describe the overall land use pattern and how it relates to the City’s future housing needs, <br />environmental conditions and protection, surface water management and historic preservation. <br />State statutes and Metropolitan Council guidelines require the City to address these various elements <br />in the plan. <br /> <br />The City of Mounds View land use plan plays a key role in guiding development and redevelopment <br />in Mounds View. The City intends this plan to guide development and redevelopment in Mounds <br />View to achieve the City’s goals and policies for balanced and efficient land use. Most of the <br />development activity in the city will occur through redevelopment. The City anticipates there will <br />be opportunities for development and redevelopment within the County Highway 10 corridor. <br />Within the 2030 planning timeframe, the majority of this development activity in the corridor will be <br />commercial. <br /> <br />Land Use Plan Purpose <br /> <br />The land use plan is interrelated with all the elements, goals and objectives of the Comprehensive <br />Plan. The purpose of the land use plan is to designate the type, location and density of land uses in <br />Mounds View. In doing this, the City will consider the following: <br /> <br />• City goals and policies. <br /> <br />• Natural Resources. <br /> <br />• Supportive elements, such as transportation, utilities and drainage. <br /> <br />• Existing and future problems. <br /> <br />• Coordination with and surrounding cities and metropolitan systems and facilities. <br /> <br />
