2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 3: Land Use <br /> <br />3-3 <br />Goals and Policies <br /> <br />The City has developed land use goals and policies. The goals and policies are the foundation of the <br />plan as they define what the city should look like in the future. Mounds View has based the future <br />land use plan on these goals and policies. Further discussion in the chapter will address how certain <br />future land use decisions, type of land uses and styles of development will achieve these goals and <br />policies. <br /> <br />The following are the land use goals and policies for Mounds View: <br /> <br />General Land Use <br /> <br />Goal 1: Maintain a cohesive land use pattern that ensures compatibility and <br />functional relationships between activities and uses. <br /> <br />Policies: <br /> <br />a. Relate land use development and redevelopment to the transportation system, to <br />transportation needs, desired development and city priorities. <br /> <br />b. Analyze all development and redevelopment proposals on an individual basis from a <br />physical, economic, and a social standpoint to determine the most appropriate uses within the <br />context of the city as a whole and the specific area of the site. <br /> <br />c. Encourage and maintain a balance of land use types. <br /> <br />d. Transitions between distinctly differing types of land uses should not create a negative <br />economic, social, or physical impact on adjoining developments. <br /> <br />e. The City will maintain comprehensive subdivision regulations governing platting <br />procedures, site design standards, dedication requirements, engineering standards and <br />specifications, required improvements, and other factors dealing with the subdivision of <br />land. <br /> <br />f. Protect integrated use districts (residential neighborhoods, commercial centers, industrial <br />parks) from penetration by through traffic. The City shall work to correct traffic problems <br />(such as through traffic) as opportunities arise. <br /> <br />g. Require and maintain buffering and visual separation between differing land uses, when <br />possible.
