The Council approved design for Red Oak Drive, from County Road 10 to Hillview Road <br />(MSAS 146-228-005), provides an urban design standard with concrete curb and gutter. <br />The proposed layout consists of one 12-foot wide northbound lane and two 12-foot wide <br />southbound lanes, with a 2-foot wide reaction lane on each side. This results in a total <br />width of 40 feet from face of curb to face of curb. Based on the proposed layout, <br />parking would not be permitted along either side of this segment of Red Oak Drive. <br /> <br />The Council approved design for Red Oak Drive, from Hillview Road to Long Lake Road <br />(MSAS 146-241-001), provides an urban design standard with concrete curb and gutter. <br />The proposed layout consists of an 8-foot wide dual use parking/pedestrian lane on the <br />west side, an 11-foot wide south bound lane, an 11-foot wide northbound lane, and a 2- <br />foot wide reaction lane on the east side. This results in a total width of 32 feet from face <br />of curb to face of curb. Based on the proposed layout, parking would not be permitted <br />along the east side of this segment of Red Oak Drive. <br /> <br />In order to obtain MnDOT approval and to expend State Aid funds on this street, it is <br />necessary that a resolution be adopted specifically prohibiting parking as described <br />above. A copy of the signed resolution must be provided to MnDOT prior to the bid <br />opening for the project. The bid opening for the 2009-2010 Street and Utility <br />Improvement Project is scheduled for January 29, 2009. <br /> <br />Recommendation: <br />Resolution 7400 has been prepared in accordance with the previous discussion. The <br />Resolution is attached to this Staff Report for consideration by the City Council. <br /> <br />Staff recommends that the City Council adopt Resolution 7400, establishing the <br />following parking restrictions on Red Oak Drive: <br /> <br />1. Red Oak Drive, from County Road 10 to Hillview Road: Parking prohibited along <br />both sides of the road. <br /> <br />2. Red Oak Drive, from Hillview Road to Long Lake Road: Parking prohibited along <br />the east side of the road. <br /> <br />Respectfully submitted, <br /> <br /> <br />Joseph R.
