2008 Mounds View Comprehensive Plan
______________________________________________________________________________

k. The City will enact and uniformly enforce a commercial/industrial maintenance code to help
ensure that commercial and industrial properties reflect city attributes, policies and
standards.

l. The City will restrict and carefully regulate commercial development on or near wetlands,
shore lands, flood plains, and other natural features that perform important public functions
in their natural state. (Refer to City Code Chapter 1010 for specific wetland regulations.)

m. Mounds View will review and clearly define design standards to promote the consistent
application and timely approvals for commercial development and redevelopment.

Goal 3: Major retail sales and services will be developed in planned and
concentrated centers.

Policies:

a. The City shall ensure that owners and developers of commercial development must
adequately provide for storm water drainage and surface water management.

b. The City shall not rezone an area to a commercial land use unless it is in a location that is
consistent with the Comprehensive Plan.

c. The City will concentrate major commercial activity and land uses in the city center and
along County Highway 10.

Goal 4: Maintain small neighborhood commercial areas, located in accordance
with the Comprehensive Plan, in locations that will best serve residential
areas.

Policies:

a. The City will encourage compatibility with the surrounding neighborhoods when
developing commercial facilities.

b. The City promotes the joint use or sharing of parking and other related supportive services in
the service, institutional and commercial districts.
Chapter 3: Land Use

3-10
