2008 Mounds View Comprehensive Plan <br />______________________________________________________________________________ <br /> <br />Chapter 3: Land Use <br /> <br />3-9 <br />e. The City shall identify commercial development and redevelopment opportunities. <br /> <br />f. The City will promote the rehabilitation and redevelopment of existing commercial facilities <br />by continuing to pursue and use financial programs and assistance. <br /> <br />g. Mounds View discourages the removal of land from the tax rolls unless the City determines <br />that it is in the public interest to do so. <br /> <br />Goal 2: Provide safe, convenient, attractive, and accessible commercial <br /> development. <br /> <br />Policies: <br /> <br />a. Develop commercial and service centers as cohesive interrelated units with adequate off <br />street parking and loading facilities. <br /> <br />b. Commercial developments should be concentrated in compact, integrated business centers. <br /> <br />c. Ensure that developers, property owners and managers adequately landscape all service and <br />commercial uses while meeting all City requirements. <br /> <br />d. Ensure that all service, institutional and commercial uses are adequately screened and <br />buffered from any existing or planned residential developments. <br /> <br />e. The City will require buffers such as screen plantings, fences, and public and semi-public <br />use areas to help eliminate conflicts and disruptions between commercial land uses and <br />activities and adjacent or nearby residential development. <br /> <br />f. The City will take into account the neighborhood, nearby land uses and traffic circulation <br />patterns when considering new commercial land uses. <br /> <br />g. The City will ensure that developers and owners of all major commercial centers design <br />vehicle access to their sites to facilitate traffic flow along major roadways. <br /> <br />h. The City will require the developers and owners of service, commercial and institutional <br />centers to provide safe and convenient pedestrian access to and within their properties. <br /> <br />i. The City will establish guidelines for the inclusion of green spaces, paths, sidewalks and <br />other people-oriented amenities in commercial developments. <br /> <br />j. The City will cooperate with existing and potential commercial developers and property <br />owners in creating site plans with emphasis on access and egress, parking areas, landscaping <br />and adherence to an architectural theme.
