COUNCIL BUSINESS 4 <br />A. Public Hearing 5 <br />1. Resolution 7370 Adopting the 2009 Tax Levy 6 <br />2. Resolution 7371 Adopting the 2009 Budgets for All Funds 7 <br /> 8 <br />Hearing no public comment, Mayor Marty opened the public hearing at 7:15 p.m.. 9 <br /> 10 <br />Hearing no public comment, Mayor Marty closed the public hearing at 7:16 p.m. 11 <br /> 12 <br />MOTION/SECOND: Mueller/Marty. To Waive the Reading and Approve Resolution 7370, 13 <br />Adopting the 2009 Tax Levy. 14 <br /> 15 <br />Finance Director Beer noted that the 2009 tax levy represents a 1% reduction over last year’s 16 <br />levy. 17 <br /> 18 <br />Council Member Mueller asked that the Resolution be read. 19 <br /> 20 <br />Finance Director Beer read Resolution 7370. 21 <br /> 22 <br />Mayor Marty noted that he and Council Member Stigney have sat on the Council in less than 23 <br />ideal years but, over the last three to four years there has been a 0% tax increase. He 24 <br />complemented everyone on their hard work to reduce the City levy by 1%. 25 <br /> 26 <br /> Ayes – 5 Nays – 0 Motion carried. 27 <br /> 28 <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Approve Resolution 7371, a 29 <br />Resolution to Adopting the 2009 Budgets for All Funds. 30 <br /> 31 <br />Council Member Stigney said that the franchise fees were cut by $39,000 but instead of reducing 32 <br />expenses the money was taken out of the levy reduction fund. The majority of this cut goes to 33 <br />businesses and he feels that this is an inappropriate way to use the levy reduction funds of the 34 <br />residents. 35 <br /> 36 <br />Council Member Flaherty said that anytime taxes are reduced it is a good time. 37 <br /> 38 <br />Council Member Mueller noted that roughly $17,000 was saved by residents but with the 39 <br />franchise fee reduction that it cost the residents $39,000 was taken from the levy reduction fund. 40 <br />Fee reduction is not helping us pay for the street and utilities project we have as a top priority. 41 <br /> 42 <br />Council Member Flaherty said that the money was intended to be used to lower the levy. 43 <br /> 44
