Mounds View City Council December 8, 2008 <br />Regular Meeting Page 3 <br /> <br />Council Member Hull said that the franchise fee is a regressive tax that affects people with a 1 <br />fixed or lower income more than it does others. He further said that he feels that the franchise 2 <br />fee should be sunset as promised to the residents. When it was first initiated in the 1990’s. 3 <br /> 4 <br /> Ayes – 4 Nays – 1(Stigney) Motion carried. 5 <br /> 6 <br />B. Continued Public Hearing, Resolution 7369, a Resolution to Approve the 7 <br />2009 Mounds View Fee Schedule. 8 <br /> 9 <br />Assistant Administrator Crane reviewed the Fee Schedule with Council and made her 10 <br />recommendations for fees to be increased. 11 <br /> 12 <br />Mayor Marty closed the public hearing at 7:38 p.m. 13 <br /> 14 <br />MOTION/SECOND: Flaherty/Mueller. To Waive the Reading and Approve Resolution 7369, a 15 <br />Resolution to Approve the 2009 Mounds View Fee Schedule with the Recommendations of 16 <br />Staff. 17 <br /> 18 <br />Mayor M arty noted that it looks like, on the schedule, that a wood burning fireplace would cost 19 <br />$30 and a gas burning only $60. Staff explained that the fee is just listed in two different places 20 <br />and they are not charged a separate fee. 21 <br /> 22 <br /> Ayes – 5 Nays – 0 Motion carried. 23 <br /> 24 <br />C. Resolution 7372, a Resolution to Ratify the 2008-2009 Mounds View LELS 25 <br />Police Officers Contract. 26 <br /> 27 <br />Clerk Administrator Ericson reviewed the LELS contract with Council. 28 <br /> 29 <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Approve Resolution 7372, a 30 <br />Resolution to Ratify the 2008-2009 Mounds View LELS Police Officers Contract. 31 <br /> 32 <br />Council Member Stigney said that he does not think that this is in the best interest of the 33 <br />residents. He feels that the contract should reflect the median point of comparable cities. He 34 <br />does not support a 5% increase. 35 <br /> 36 <br />Mayor Marty indicated that in the August 2008 work session a majority of the Council reviewed 37 <br />the 18 communities and the Council removed 3 and brought the list down to 15. With our 38 <br />limited stuff handling many duties, it is unlikely we could find one city that is truly “comparable” 39 <br />to Mounds View. 40 <br /> 41 <br />Council Member Stigney said that he has an issue with the definition of comparable cities. 42 <br /> 43 <br /> Ayes – 4 Nays – 1(Stigney) Motion carried. 44 <br /> 45
