2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 4: Housing <br /> <br /> <br />4-3 <br />Relationship of Local Needs to Regional Plans <br /> <br />The Metropolitan Council adopted the 2030 Regional Development Framework in January 2004. <br />This document is the initial “chapter” and unifying theme of the Council’s development guide for <br />the region. The Metropolitan Council expects their Regional Policy Plan and Framework to help <br />ensure the orderly and cost-effective development of the seven county area and the efficient use of <br />four regional systems: transportation, aviation, water resources (including wastewater collection and <br />treatment) and regional parks and open space. This policy plan and framework contains several <br />policies about housing including: <br /> <br />• Working with regional partners to increase housing options that meet changing market <br />preference; and <br /> <br />• Supporting the production and preservation of life cycle and affordable housing with <br />linkages to employment and transportation options. <br /> <br />The Metropolitan Council has found there is a need for more housing in the 7-county metro area in <br />the next 30 years to accommodate the projected population growth. However, they also recognize a <br />change in unit preference due to demographic changes and preferences. Single-family detached <br />housing has been the preferred type of home for many years but now attached housing is more <br />desirable for many households including empty nesters, singles and young couples with no children. <br /> <br />Goals and Policies <br /> <br />The following are the housing goals and policies for Mounds View: <br /> <br />Goal 1: Promote a broad and full choice of housing opportunities that provides <br />life-cycle and affordable housing with a mix of housing types and values. <br /> <br />Policies: <br /> <br />a. Provide sufficient opportunities for a variety of housing sizes, types and styles to meet the <br />needs of all segments of the population. <br /> <br />b. The City promotes development of various housing options for residents in all stages of life. <br /> <br />c. Promote life-cycle and affordable housing in the city by educating citizens about the benefits <br />and need for a balanced housing a stock.
