Promote the development of move up housing opportunities and more housing options for <br />senior citizens. <br /> <br />e. The City promotes the development and preservation of owner-occupied housing for low and <br />moderate-income households. <br /> <br />f. Housing for low and moderate-income families and individuals should not be concentrated <br />within a single development or area. <br /> <br />g. When providing low and moderate-income housing, priority should be given to Mounds <br />View residents to the extent possible. <br /> <br />h. The City may consider the development of additional medium density single-family attached <br />homes to supplement conventional single-family detached homes, manufactured homes, and <br />apartments. <br /> <br />i. The City will help promote first-time homebuyers and closing cost/down payment assistance <br />programs. <br /> <br />j. Explore seeking financial assistance from public agencies for development projects that <br />provide affordable and life-cycle housing. <br /> <br />k. Explore participation in state and federal housing programs as a source for life cycle and <br />affordable housing. <br /> <br />Goal 2: Maintain and upgrade the existing housing stock of the City. <br /> <br />Policies: <br /> <br />a. Promote the rehabilitation and redevelopment of housing. <br /> <br />b. Use housing projects to promote economic development and tax base expansion. <br /> <br />c. The City will support the removal of substandard housing when it is not economically <br />feasible to correct deficiencies. <br /> <br />d. The City will consistently enforce the City Code to encourage property owners to maintain <br />their housing. <br /> <br />e. City staff will routinely survey housing in the City to identify housing needing rehabilitation.
