2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-2 <br />Introduction <br /> <br />The public facilities of a city include those lands, buildings, utility infrastructure, services and <br />systems that public agencies provide on a public and semipublic basis in the interest of, or as a <br />benefit to the residents. One should not underestimate the importance of these facilities as they <br />enhance the image and quality of life in a city. Mounds View is a developed city with its public <br />facilities generally in place throughout the entire city. The focus of the public facilities chapter is on <br />the maintenance and improvement of the existing facilities in Mounds View. <br /> <br />Goals and Policies <br /> <br />The following will be the public facilities goals and policies for Mounds View: <br /> <br />Goal 1: Plan public facilities and services in a coordinated and economic manner <br />on a basis that is consistent with the nature of development in the city. <br /> <br />Policies: <br /> <br />a. The City should develop all public facilities according to accepted standards. <br /> <br />b. The City should require adequate screening, landscaping and buffering of public facilities to <br />limit their impact on surrounding uses and to enhance the area where they are located. <br /> <br />c. The City will require developers and builders of future development and redevelopment to <br />provide adequate water, sanitary sewer and surface water management systems. The City <br />will permit contractors to make such utility connections only where the existing system can <br />supply adequate service. <br /> <br />d. The City shall work with utility providers, such as Xcel Energy, Comcast and Qwest, to <br />encourage the underground installation of all new utility services and for the conversion of <br />existing overhead systems to underground when possible. <br /> <br />Goal 2: Ensure the provision and maintenance of facilities and services necessary <br />to meet the needs and interests of the City. <br /> <br />Policies: <br /> <br />a. The City shall maintain its public facilities and services according to accepted standards of <br />performance.
