2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-3 <br />b. Mounds View will monitor, maintain and improve the existing utility systems to provide <br />adequate service, including fire protection (hydrants). <br /> <br />Goal 3: The City shall cooperate with others (including private and public <br />agencies) to provide facilities that are complementary to each other. <br /> <br />Policy: <br /> <br />a. Coordinate the planning of public facilities with adjacent cities, the school district, Ramsey <br />County, the Metropolitan Council and other governmental agencies. <br /> <br />b. The City shall explore opportunities to share resources or to coordinate with others where it <br />is economically advantageous without lowering the level of service to the public. <br /> <br />c. The City will consider the use of partnerships with and investments from the commercial <br />residents for capital contributions and improvements. <br /> <br />Goal 4: Ensure adequate distribution of and provide for safe, easy access to all <br /> public facilities and services in the city. <br /> <br />Policies: <br /> <br />a. The City shall locate new public facilities and services so they offer convenient access to all <br />users and to minimize response time. <br /> <br />b. Obtain easements for utility facilities and systems to provide access to maintain and repair <br />the systems and to minimize disruption of other facilities or areas. <br /> <br />c. The City shall work to provide access to public facilities by non-motorized transportation. <br /> <br />Goal 5: The City should provide and use the most cost effective investments for <br />surface water drainage and management, water supply, and sanitary <br />sewer. <br /> <br />Policies: <br /> <br />a. Continue to provide good quality water at an affordable rate. <br /> <br />b. Maintain separate sanitary and storm water management systems.
