2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-8 <br />Mounds View has an active program to reduce excessive inflow and infiltration (I/I) of its sanitary <br />sewer system. The City’s Public Works Department annually performs cleaning and televised <br />inspection of approximately one quarter of the wastewater system. Staff will note any offset joints, <br />cracks in pipes, and leaking manholes during these inspections. The City has been budgeting at least <br />$50,000 a year to seal these leaks. Future street reconstruction projects will result in either new <br />sanitary sewer mains or the installation of in-place linings. In 2004, Mounds View began an <br />inspection program looking for illicit sanitary sewer connections. The City completed this program <br />in 2006. <br /> <br />Surface Water Management <br />Mounds View’s Local Surface Water Management Plan (LSWMP) will be officially adopted in <br />2009 and has been developed to serve as a comprehensive planning document to guide the City in <br />conserving, protecting, and managing its surface water resources. In addition, the LSWMP is <br />prepared in compliance with the Metropolitan Surface Water Management Act, Minnesota Rules <br />8410, and the requirements of the Rice Creek Watershed District. The LSWMP provides an <br />inventory of water resource related information including the results of assessments conducted by <br />other governmental units, both local and state. From this inventory and assessment, Mounds View <br />sets forth its goals and policies and implementation program. <br />The LSWMP is organized as follows: <br />• Section 1 offers an introduction to and purpose of the Plan, including a location map of <br />Mounds View, a map showing the watershed management organizations having <br />jurisdiction in Mounds View, and a list of the organizations responsible for <br />implementing the plan. <br />• Section 2 of this Plan provides an inventory of land and water resources within the City <br />including a description of the physical setting, available and pertinent water resources <br />data, and land use maps. <br />• Section 3 includes a comprehensive documentation of the regulatory agencies <br />influencing the management of surface water resources in Mounds View. <br />• Section 4 describes plans, studies, and rules related to surface water management in <br />Mounds View. <br />• Section 5 identifies the surface water management agreements between Mounds View <br />and other entities. <br />• Section 6 provides a current assessment of surface water management in Mounds View, <br />including surface water modeling, National Pollution Discharge Elimination System <br />(NPDES) permitting process, comparison of regulatory standards, and identification of <br />issues and corrective actions. <br />• Section 7 lists the goals and policies identified to address surface water management <br />needs in the City. <br />• Section 8 identifies implementation projects and activities to address assessment items <br />from Section 6 and the goals and policies from Section 7.
