2008 Mounds View Comprehensive Plan
________________________________________________________________________

Chapter 5: Public Facilities

5-7
Public Utilities

Water Supply
The City’s water system includes one 500,000 gallon elevated storage tank, a two million gallon
reservoir, and four wells. Mounds View pumps an average of 1.5 million gallons of water per day.
The water system has adequate capacity to handle the needs of the city into the foreseeable future.
Figure 11 on page 5-12 shows the water system.

To fulfill the Metropolitan Council’s requirements for water supply planning, the City has completed
the DNR’s Water Emergency and Conservation Plan, which is provided in Appendix E on page E-1.

Sanitary Sewer
Mounds View has based its forecasts for sewered population, household, employment, and
wastewater flows on those provided in the Metropolitan Council’s System Statement for the City.
These numbers are provided below in Table 17. Because Mounds View is fully developed, the City
is not anticipating any increase in sanitary sewer flows within this planning period.

Table 17: Community Forecasts
Year 2010 2020 2030
Sewered Population 12,900 13,000 13,400
Sewered Households 5,350 5,600 6,000
Sewered Employment 7,400 8,900 9,400
Average Annual Wastewater
Flow (MGD)
1.46 1.47 1.47
Allowable Peak Hourly Flow
(MGD)
4.26 4.26 4.26
Source: Metropolitan Council System Statement (2005)

Metropolitan Council interceptor 4-NS-523 serves Mounds View. This interceptor currently has an
available capacity of 2 mgd (million gallons per day) to provide for the long term needs of the City.
The Metropolitan Council has a proposed interceptor improvement project to rehabilitate lift station
L35 and replace the existing forcemains with two new ones. They are scheduling this project for
design and construction between 2011 and 2020. This project would help support the long-term
sanitary sewer needs of Mounds View.

The Mounds View sanitary sewer system consists of municipal sewer mains, force mains and two
lift stations. According to Metropolitan Council estimates, average annual sewer flows will rise
slightly from 1.46 mgd in 2010 to 1.47 mgd in 2030. The system has adequate capacity to handle
existing and potential future development. Figure 10 on page 5-11 shows the sanitary sewer system.
