These were identified using a self-evaluation and input process with City staff. The <br />City’s current SWPPP document can be found on the City’s website: www.ci.mounds-view.mn.us/. <br />The City’s permit application and SWPPP were submitted to the MPCA and MS4 permit coverage <br />was officially extended on May 6, 2008. <br />Surface Water Management Issues and Possible Corrective Actions <br />As required by statute and Metropolitan Council requirements, the Mounds View LSWMP <br />identifies water resources issues that Mounds View might have some responsibility for or <br />participation in (see Table 6.3 in the LSWMP). Possible corrective actions are presented for each <br />issue. In some cases Mounds View’s role is prominent in the corrective action. In the cases of <br />more regional issues, Mounds View’s role is less prominent – more that of a willing supporter. <br />The Implementation Plan is built around addressing more local issues through city-led corrective <br />actions. <br /> <br />Goals and Policies <br />The goals and policies in the City’s LSWMP reflect current City policy and the City’s current <br />SWPPP, as well as additional goals and policies necessary for consistency with the goals and <br />policies of State, Regional, and local watershed authorities. More specifically, the City’s goals and <br />policies reflect those identified in the RCWD WMP for subwatersheds 13a and 16. The following is <br />a selection of the City’s goals and policies that correspond to Met Council’s requirements for the <br />establishment of goals and policies is provided in Appendix B-2 of the Water Resources <br />Management Policy Plan. A complete list of the City’s surface water management goals and <br />policies can be found in Section 7 of the City’s LSWMP. <br />• The City will strive for the nondegradation of receiving waters within the City by enforcing <br />current surface water management standards, and in cooperation with RCWD rules. This <br />policy is consistent with Policy B.1 in the RCWD WMP. <br />• The City will cooperate with the RCWD to identify possible activities to improve water <br />quality in Spring Lake. This includes the findings presented in Phase II of the RCWD <br />Southwest Urban Lakes Study. This policy is consistent with Policy E.5 in the RCWD <br />WMP. <br />• Continue to enforce the City’s existing Construction Site and Land Disturbance Runoff <br />Control ordinance (City Code Chapter 1303), updating this ordinance as necessary to <br />maintain consistency with state and RCWD guidance as outlined in the NPDES, MS4 <br />permit. This policy is consistent with BMP 4-1 in the City’s SWPPP and Policies C.4 and <br />C.5 in the RCWD WMP. <br />• The City will require that a wetland inventory and assessment be prepared for any new <br />development, redevelopment, or site expansion project containing a wetland. Minnesota <br />Routine Assessment Methodology (current version) is the required method of assessment for <br />evaluating wetland functions and values.
