2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 5: Public Facilities <br /> <br />5-13 <br />• Peak runoff rates from regulated new development, redevelopment, or site expansion <br />projects shall not exceed existing rates for the 2-year, 10-year, and 100-year rainfall events. <br />Rate control below existing rates may be necessary where downstream capacity issues are <br />identified, which will require coordination with the RCWD and adjacent municipalities. <br />• The City will require nutrient and sediment load reductions consistent with the Nationwide <br />Urban Runoff Program (NURP) and Minnesota Pollution Control Agency guidelines in <br />design and construction of new or modifications to existing surface water conveyance <br />systems. Under no circumstances shall overall treatment in a new development, <br />redevelopment, or site expansion project in any part of the City fall below 50% post- <br />development removal for phosphorous and 80% post-development removal for total <br />suspended solids. RCWD rules incorporate the nutrient and sediment load requirements into <br />the Districts volume control requirement. This policy is consistent with Policy B.1 in the <br />RCWD WMP. <br />• The City will review the adequacy of the existing Storm Water Management Fund (City <br />Code Section 203.07) to pay for the implementation of the projects and actions identified in <br />Section 8. This fund will then be revised accordingly. <br />• The City will require that erosion and sediment control practices are consistent with the <br />standards identified in the current MPCA Construction General Permit, the Minnesota <br />Stormwater Manual, and the RCWD WMP and current rules. This policy is consistent with <br />BMP 4-1 in the City’s SWPPP and Policies C.4 and C.5 in the RCWD WMP. <br />Implementation <br />The City developed an implementation plan based on the assessment of their surface water <br />management system (Section 6 in the LSWMP) and the direction provided by the City’s goals and <br />policies (Section 7 in the LSWMP). A summary of the City’s implementation program is found in <br />Table 8.3 in Section 8 of the LSWMP. This table identifies a range of implementation items from <br />those being driven by regulatory requirements, to others driven more by the functionality of the <br />City’s regional surface water management system. Table 8.3 presents a summary of recommended <br />priority surface water management projects and activities. The items listed in Table 8.3 will be <br />used as a reference for particular projects and activities specific to surface water management to be <br />included in the capital improvement planning process. <br /> <br />Administration <br />The LSWMP will be incorporated into the City’s 2008 Comprehensive Plan update and will be <br />applicable until 2018, at which time an updated plan will be required. Periodic amendments may be <br />required to incorporate changes in local practices. In particular, changes in the Watershed <br />Management Plan for the RCWD may require revisions to this plan. Plan amendments will be <br />incorporated by following the review and adoption steps outlined in Section 9.1 of the LSWMP. <br /> <br />
