2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 6: Transportation 6-2 <br />Introduction <br /> <br />The roadway system in Mounds View is essentially in place. The system consists of state and county <br />roads that function as principal and minor arterials, and county and city roads that function as <br />collector and local streets. County Highway 10 runs diagonally through the middle of Mounds View <br />and many have viewed this road as a barrier in the city. The State of Minnesota (MnDOT) turned the <br />jurisdiction of County Highway 10 over to Ramsey County in 2000. While Mounds View <br />acknowledges the importance of the County Highway 10 corridor for moving traffic, the City has <br />determined that there is an excessive amount of right-of-way being maintained for County Highway <br />10. In 2002, the City adopted a design theme to enhance the image of the County Highway 10 <br />corridor and continues working to implement it. The City also will work with Ramsey County to <br />upgrade and improve signalized intersections. <br /> <br />Mounds View has developed a comprehensive trailway plan. The City will consider opportunities to <br />implement the construction of trailways indicated in the plan as part of the Street & Utility <br />Improvement Program. <br /> <br /> <br />Transportation Goals and Policies <br /> <br />The following are the transportation goals and policies for Mounds View: <br /> <br />Goal 1: Identify the improvements necessary to ensure the continued safety and <br />convenience of the transportation system for movement by all modes. <br /> <br />Policies: <br /> <br />a. Maintain transportation facilities to function in a manner compatible with adjacent land uses. <br />When the function of a transportation facility has changed over time to become incompatible <br />with adjacent land uses, the City should establish a program to address this incompatibility. <br /> <br />b. Improve intersections to increase the safety of pedestrians, bicyclists, and motorists. <br /> <br />c. The City will work to enhance the transportation system to encourage access to destination <br />points. <br /> <br />d. The City shall increase street safety with improved street lighting, visibility improvements, <br />sign controls, grade separated pedestrian walkways, traffic calming, and other methods when <br />appropriate and economically feasible.
