2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 6: Transportation 6-3 <br />e. Public signage shall relate to the overall system of street function and control. <br /> <br />f. The City shall limit or prohibit parking along principal and minor arterial roadways. <br /> <br />g. Establish and enforce standards and controls for business and advertising signage and lighting <br />to prevent driver distraction and potential hazards. <br /> <br />h. Reinforce streets as public places that encourage pedestrian and bicycle travel. <br /> <br /> <br />Goal 2: Developments shall provide sufficient off-street parking to meet the <br />normal demands of all land uses and activities. <br />Policies: <br /> <br />a. Property owners shall develop parking facilities to conserve land, promote joint use and to <br />minimize conflicts with vehicular, pedestrian and bicycle traffic. <br /> <br />b. Minimize and reduce the demand and resulting requirements for parking through the adequate <br />provision of pedestrian and bicycle facilities and through land use development coordination. <br /> <br />c. The City shall review parking requirements to ensure supply is reflective of demand. <br /> <br />d. Reasonably limit parking lot access to public streets to the functional minimum. <br /> <br /> <br />Goal 3: Support the development of a transit system that offers a broad range of <br />options and facilities to provide alternatives to individual motor vehicle <br />travel. <br />Policies: <br /> <br />a. The City shall promote sufficient mobility for all persons, giving special consideration to <br />those who must rely on modes of transportation other than personal motor vehicles. <br /> <br />b. The City shall encourage developers and property owners to incorporate adequate transit rider <br />conveniences, such as bus shelters, park and ride lots, and free parking areas, into centers of <br />activity and areas of high transit usage. <br /> <br />c. Mounds View will encourage having additional transit service during off-peak hours to <br />destinations outside the city.
