2008 Mounds View Comprehensive Plan <br />________________________________________________________________________ <br /> <br />Chapter 6: Transportation 6-5 <br />Goal 5: Coordinate all City transportation planning with County, Metropolitan <br />Council, State, Federal, the North Metro 35W Corridor Coalition and <br />other local transportation plans. <br /> <br />Policies: <br /> <br />a. Maintain and improve communication with county and state highway officials to ensure that <br />planned road and highway improvements are consistent with city goals and objectives. <br /> <br />b. The City will consider using its resources to assist in the resolution of metropolitan <br />transportation problems and will participate in and help implement the transportation <br />objectives of the North Metro 35W Corridor Coalition. <br /> <br />c. The City will coordinate its trailway system with those of Ramsey County, Anoka County and <br />adjacent cities. <br /> <br /> <br />Goal 6: The City will plan, improve and maintain all elements of the street system <br />according to the most appropriate standards while giving consideration to <br />land use and transportation goals and policies. <br /> <br />Policies: <br /> <br />a. The City will work to implement the Street & Utility Improvement Program as adopted by the <br />City Council on October 22, 2007. <br /> <br />b. Design transportation facilities to conserve natural resources that maintain neighborhood <br />character and in a fiscally responsible manner. <br /> <br />c. The City shall strive to balance initial investment in transportation facilities and improvements <br />with ongoing maintenance. <br /> <br />d. Major traffic flow shall be channeled to collector and arterial streets. <br /> <br />e. The City will work to facilitate traffic movement on arterial streets by regulating the number <br />and location of vehicular access points and by using traffic control methods and devices. <br /> <br />f. The City shall design and construct local or residential streets to prevent penetration by <br />through traffic. This may include using traffic calming devices or other design methods.
