2008 Mounds View Comprehensive Plan
________________________________________________________________________

Chapter 6: Transportation 6-4
d. The City will work with the Metropolitan Council Transit Organization (MCTO) and other
agencies and organizations to provide more and better transit service in Mounds View. The
improvements should include having transit service within reasonable walking distance to
every resident of the city and to increase transit ridership.

e. Encourage the MCTO to implement an intra-suburban transit plan.

Goal 4: Continue implementing a comprehensive trail system to provide safe and
convenient pedestrian and bicycle circulation and recreational
opportunities.
Policies:

a. The City will consider pedestrian/bicycle corridors on minor arterial and collector roadways
(including the County Highway 10 corridor) to facilitate safer pedestrian travel.

b. The City will continue developing a trailway system connecting residential areas to key
destinations in and around the city. This system should be a network of pedestrian routes
between areas where residents live and locations such as stores, restaurants, entertainment and
the community center.

c. Develop a trail system suitable for short and long distance recreational use that connects with
existing and future trail systems.

d. The City will make accommodations to facilitate safe pedestrian and bicycle crossings at
intersections with clearly marked crosswalks, adequate lighting, proper timing of traffic
signals, and other safety enhancement features.

e. The City shall plan special provisions for pedestrian and bicycle access and circulation in
areas adjoining schools, parks, churches, service centers, industrial centers, and commercial
centers.

f. The City will provide facilities for pedestrians and bicyclists in conjunction with street
improvement projects when the City determines such improvements are economically feasible
and desirable.

g. Enhance the navigation of trails and sidewalks with attractive, pedestrian-scale signage that
points users to potential destinations.

h. Encourage the installation of secure bicycle parking opportunities throughout the city.
