Item No.7B <br />Meeting Date:February 9, 2009 <br />Type of Business: CB <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7408 Granting Preliminary Approval to <br />the Draft Local Surface Water Management Plan <br />and Authorizing Distribution to Review Agencies <br />Background: <br />The City is currently updating its Comprehensive Plan for submittal to the <br />Metropolitan Council. A requirement for the approval of the Comprehensive Plan <br />is that the City have an approved Local Surface Water Management Plan <br />(LSWMP). <br />On June 23, 2008 the City Council adopted Resolution 7299 authorizing <br />Bonestroo to prepare the Local Surface Water Management Plan for the City. <br />On February 2, 2009 the Revised City Review Draft version of the LSWMP was <br />reviewed and discussed at the City Council Work Session. <br />Discussion: <br />LSWMP Revisions <br />During the discussion at the February 2nd City Council Work Session, a number <br />of specific content issues were identified by the City Council and City Staff. <br />These specific content issues (including the LSWMP page number) are identified <br />below, followed by a summary of how the issue was addressed in the Agency <br />Review Draft LSWMP: <br />ƒ Page 14 – As the City does not have a completed Wellhead Protection Plan, <br />when are they required to begin preparing a plan? <br />LSWMP Revision: Information regarding the schedule set by the <br />Minnesota Department of Health for Mounds View to initiate the <br />Wellhead Protection Plan process has been added. <br />(see attached Page 14)
