<br />Item No: 7F <br />Meeting Date: March 9, 2009 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Michael Schnur, Lead Utility Operator <br />Item Title/Subject: Approval of Resolution No. 7423 Authorizing the Purchase of New <br />Chemical Feed Rate Equipment for Treatment Plant 1 <br /> <br />Background: <br />Water Treatment Plant Number One was completed in 1992 and has been utilizing the <br />same chemical feed system since construction. Staff has had to do periodic minor <br />maintenance on the Sulfur Dioxide and Chlorine feed rate equipment over the years. For <br />the past 9 months, Staff has continued to repair the Sulfur Dioxide feed rate equipment to <br />ensure proper feed rates. (This has been in addition to normal preventative <br />maintenance.) <br /> <br />Discussion: <br />In order to safely maintain this feed rate equipment in its present condition, it requires <br />Staff to shut down the plant and shut off the chemical tanks to ensure a safe working <br />environment. (This is due to the failure of the isolation shut off valves, on each individual <br />Wells’ feed rate equipment.) Though shutting the plant down is not a pressing factor in <br />the winter time, it will cause problems during the summer’s high rate pumping season. <br /> <br />Not only do the adjustment valves not work, but the feed rate meters also are not <br />adjustable anymore (due to the corrosive environment and age of meters). Furthermore, <br />they are starting to feed the incorrect amounts of chemical. <br /> <br />The funds to finance this Purchase will be derived from the Enterprise Fund, under the <br />water infrastructure and equipment department, other professional services account 700- <br />4825-3030. <br /> <br />Staff has received the following quotes to replace the feed rate equipment and necessary <br />valves; 3 chemical feed panels will need to be replaced. The following are quotes <br />received: <br /> Larsco $3,750.00 +tax each <br /> Vessco $5,424.00 +tax each <br /> Hawkins Water Treatment Group $6,150.66 +tax each <br /> <br />Recommendation: <br />Staff recommends purchasing new Chemical Feed Rate Equipment from Larsco Inc. in <br />the cost of $3,750.00 plus tax – each.
