Item 7J <br />Meeting Date: April 13, 2009 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7439 Authorizing Preparation of the <br />Required Municipal Separate Storm Sewer System <br />Mapping Components <br />Background: <br />On May 6, 2008 the Minnesota Pollution Control Agency (MPCA) extended the <br />coverage of Mounds View’s Municipal Separate Storm Sewer System (MS4) <br />permit under the National Pollutant Discharge Elimination Program (NPDES). <br />On June 23, 2008 the City Council adopted Resolution 7299 authorizing <br />Bonestroo to prepare the Local Surface Water Management Plan (LSWMP) for <br />the City. <br />On February 2, 2009 the City Council reviewed the Revised City Review Draft of <br />the LSWMP, along with the possibility of combining the LSWMP map with the <br />City’s required MS4 mapping components, and directed that a scope of work and <br />cost to complete the required MS4 mapping components be prepared. <br />On February 9, 2009 the City Council adopted Resolution 7408 Granting <br />Preliminary Approval to the Agency Review Draft of the LSWMP and Authorizing <br />Distribution to Review Agencies. <br />Discussion: <br />One of Mounds View’s stormwater obligations as a holder of an MS4 permit <br />under the NPDES program is the development of a storm sewer system map by <br />June 30, 2008. This map must identify stormwater features (e.g. stormwater <br />ponds, infiltration basins, structural pollution control devices, outfalls, etc.) in the <br />City that are regulated under the City’s MS4 permit. The City currently has a <br />storm sewer system map; however, the map doesn’t include all of the <br />components required by the City’s MS4 permit.
