April 13, 2009 Item No. 7J <br />Page 2 <br />While the preparation of the storm sewer system map as required by the MS4 <br />permit is outside the scope of the mapping needs of the LSWMP, the basic MS4 <br />map framework coincides with the framework for the LSWMP map. This provides <br />an opportunity for the City to take advantage of the work being performed for the <br />LSWMP and leverage it to complete the required work for the MS4 permit in a <br />cost effective manner. <br />The MS4 regulated stormwater features can be added to the drainage area map <br />prepared for the LSWMP to create one map that serves two purposes: a <br />drainage area map for the LSWMP and the storm sewer system map for MS4 <br />permit compliance. The benefits to creating a single map for two purposes <br />include cost savings in creating, printing, and updating the map, as well more <br />efficient map management, eliminating the possibility of creating contradictory <br />information if multiple maps are maintained. <br />The concept for combining the LSWMP and MS4 requirements onto a single map <br />has been reviewed by both City Staff and the City Council, and both support the <br />idea. At their Work Session on February 2, 2009 the City Council requested that <br />a scope and cost estimate be prepared for the work necessary to accomplish it. <br />Bonestroo is the consulting engineering firm who is currently preparing the <br />LSWMP for Mounds View, and who also has historically provided assistance to <br />the City regarding its MS4 stormwater permit. Bonestroo has submitted a written <br />proposal for the preparation of the combined LSWMP and MS4 map. The written <br />proposal is in the form of a letter agreement that outlines the project <br />understanding, scope of services, and proposed compensation for the work. <br />Upon execution, the letter agreement would become a supplement to the existing <br />Professional Services Agreement between Mounds View and Bonestroo for this <br />specific work. A copy of the letter agreement, dated April 9, 2009, is included <br />with this Staff Report. <br />Ongoing Map Upkeep <br />Once the MS4 map has been created, it will be necessary to update the MS4 <br />map annually to identify new or revised stormwater features. One specific item <br />that will need to be included will be the infiltration features constructed with each <br />project in the Street and Utility Improvement Program. <br />The City will receive the electronic files for the MS4 map created now, and will <br />also receive the electronic files for new stormwater features as they are <br />constructed. Provided that City Staff has the available resources and time, future <br />MS4 map updates could be completed by City Staff, saving the City the cost of <br />having a consultant perform the work.
