City of Mounds View Page 2 <br />MS4 Mapping Proposal April 9, 2009 <br />We discussed the need to prepare a complete MS4 map with City Staff on December 16, <br />2008. The consensus was that Mounds View’s current stormwater map doesn’t include <br />all of the necessary components as described in the City’s MS4 permit. City Staff <br />supports the idea of combining Mounds View’s MS4 mapping with the drainage area <br />map in the LSWMP and recommended that this idea be presented to the City Council at <br />their February 2, 2009 City Council Work Session. Following some discussion at the <br />February 2nd Work Session, the City Council was in favor of combining the mapping and <br />directed that a scope of work and cost to perform the necessary mapping work be <br />prepared. In addition, the City Council directed us to work closely with City staff in <br />developing the scope of work to maximize City Staff resources in researching and <br />collecting data to minimize the project costs. <br />We met with City Staff on February 13, 2009 to review the data needs for the MS4 map. <br />Following the City Council’s direction, City Staff was responsible for researching and <br />collecting the available data and recently provided us with hard copy maps identifying <br />the necessary stormwater features. We propose to review and verify the data provided <br />by City Staff for compliance with the MS4 mapping requirements, digitize and label this <br />information, and prepare the necessary maps according to the Tasks identified in the <br />attached letter agreement. <br />II. Scope of Services <br />The following presents our understanding of the scope of work to complete Mounds <br />View’s MS4 mapping, as required by their MS4 permit. We have identified 3 main tasks <br />necessary to perform this update. These tasks are listed below, followed by a brief <br />description of each, which includes task deliverables and City staff responsibilities. <br />List of Main Tasks <br />Task 1: Digitize available data <br />Task 2: Meet with City Staff <br />Task 3: Finalize 2009 MS4 Map <br />Task 1: Digitize Available Data <br />City Staff has provided us with a hard copy map identifying all known MS4 <br />regulated storm water features (storm water ponds, storm sewer, outfalls, <br />infiltration features, etc.) in Mounds View. Task 1 will first review and verify the <br />information provided by City Staff for compliance with the MS4 mapping <br />requirements, and then proceed to digitize the locations and shapes of these <br />storm water features as Geographic Information Systems (GIS) shapefiles. We <br />will also create a unique identification number for all digitized features.
