Item No: 7K
Meeting Date: April 13, 2009
Type of Business: CB
Administrator Review: _____
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Steve Dazenski , Public Works/Parks Supervisor
Item Title/Subject: Resolution Number 7428 Authorizing the Purchase of
Mailboxes for the 2009-10 SUIP

Introduction:
Council awarded the 2009-10 Street and Utility Improvement Project contract at the February 23,
2009 meeting.

As part of the street improvement project, the City has authorized the purchase of lumber for Staff
to construct the mailbox posts. The condition of existing mailbox’s and the time that would be
spent rectifying their condition has prompted Staff to recommend that we purchase new mailboxes
for the project. This will reflect in a time/cost savings to the City by having new and uniform boxes
for the contractor to install. (The contractor will install the posts and mailboxes.)

The following is in the City Code, Chapter 202, Public Improvements:

j. In projects involving new street construction, and mill and overlays, mailboxes will be
grouped on gang posts in numbers logical to the spacing required. This practice will insure
the proper placement of the mailboxes, reduce potential roadside hazards, and generally
clean up the edge of the street. The cost of the new posts and installation will be added to
the project. Residents of overlays and mill and overlays may request the new posts and
installation, which will be added to the cost of the project. (Ord. 654, 2-14-00)

Discussion:
Staff received quotes for (200) Classic Steel Black Mailbox’s from three vendors and they are as
follows:
Lowes $ 2,982.00
Menards $ 2,684.00
Spring Lake Park Lumber $ 1,810.00

Spring Lake Park Lumber was able to supply a Mail Box that requires the installation of the flag
and latch. This operation takes approximately 2.5 minutes per box and would be performed by
Seasonal Workers or Community Service workers. The other vendors could not offer this option.
This eight hours of labor would save the City approximately $800.00

Staff recommends the purchase of the Classic Steel Black Mailboxes for the 2009-10 SUIP from
Spring Lake Park Lumber in the amount of $ 1,810.00 to be funded from account number 285-
4470-7050-311.

Respectfully submitted,
Steve Dazenski, Public Works/Parks Supervisor
