Item No.7D <br />Meeting Date:April 27, 2009 <br />Type of Business: CB <br />City Administrator Review _______ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7447 Adopting the Local Surface <br />Water Management Plan <br />Background: <br />On June 23, 2008 the City Council adopted Resolution 7299 authorizing <br />Bonestroo to prepare the Local Surface Water Management Plan (LSWMP) for <br />the City. An approved LSWMP is a requirement for approval of the overall <br />Comprehensive Plan Update. <br />On February 2, 2009 the City Council reviewed a complete draft version of the <br />LSWMP, referred to as the Agency Review Draft. <br />On February 9, 2009 the City Council adopted Resolution 7408 granting <br />preliminary approval to the Agency Review Draft of the LSWMP and authorizing <br />distribution to review agencies. <br />On March 16, 2009 the City received review comments from the Rice Creek <br />Watershed District (RCWD), which incorporated review comments from the <br />Metropolitan Council. Bonestroo prepared a final LSWMP in early April 2009, <br />addressing the comments. <br />On April 13, 2009 the City Council adopted Resolution 7439 authorizing <br />preparation of the required mapping components of the Municipal Separate <br />Storm Sewer System (MS4) permit held by the City. The MS4 mapping <br />components were to be combined with the LSWMP mapping components for <br />efficiency and cost savings. <br />On April 22, 2009 the RCWD Board of Managers passed Resolution 2009-16 <br />approving the final Mounds View LSWMP dated April 2009.
