Mr. 1 <br />Nielsen presented details of the management report. 2 <br /> 3 <br />Finance Director Beer explained the legal compliance finding relates to an opinion of the 4 <br />Attorney General because Mounds View imposes administrative penalties. Mr. Nielsen stated it 5 <br />is included in the Legal Compliance Manual so MMKR is required to issue that audit comment. 6 <br /> 7 <br />Council Member Mueller asked how small cities with limited staff assure adequate controls for 8 <br />accounting functions. Mr. Nielsen stated MMKR issues the same finding for other small cities 9 <br />and wants to ensure the Council is reviewing internal controls. 10 <br /> 11 <br />Council Member Mueller asked what “grade” Mounds View would receive in 2008. Mr. Nielsen 12 <br />stated most of his testing is based on audit requirements so he is unable to offer such a “grade.” 13 <br />However, there were no new findings in 2008, an unqualified opinion was issued, and the 14 <br />Certificate of Excellence will be received. 15 <br /> 16 <br />Mayor Flaherty thanked the Accounting Department for their excellent work and noted Mounds 17 <br />View received an upgraded bond rating last year. 18 <br /> 19 <br />7. COUNCIL BUSINESS 20 <br />A. Second Reading of Ordinance 819, an Ordinance to Approve an Amendment 21 <br />to Chapter 7, Section 7.03 of the City Charter Relating to Fees. 22 <br /> 23 <br />Clerk-Administrator Ericson presented the Charter Commission’s recommendation for an 24 <br />ordinance amendment related to fees. 25 <br /> 26 <br />MOTION/SECOND: Gunn/Mueller. To Waive the Second Reading and Adopt Ordinance 819, 27 <br />an Ordinance Amending Chapter 7, Section 7.03 of the City Charter Relating to Fees Subject to 28 <br />Provisions of Section 7.03, Subdivisions 1 and 2, as amended to change of date, and authorize 29 <br />summary publication. 30 <br /> 31 <br />ROLL CALL: Stigney/Hull/Mueller/Gunn/Flaherty. 32 <br /> 33 <br /> Ayes – 5 Nays – 0 Motion carried. 34 <br /> 35 <br />B. Resolution 7449, Authorizing Severance for Police Officer Terry Broos. 36 <br /> 37 <br />Clerk-Administrator Ericson presented the recommendation to authorize a severance payment of 38 <br />$16,466.96 into Officer Terry Broos’ Retirement Health Savings Plan in accordance with the 39 <br />LELS Union Contract. He thanked Officer Broos, who retired effective April 23, 2009, for his 40 <br />years of service to Mounds View and stated he will be missed. 41 <br /> 42 <br />MOTION/SECOND: Mueller/Stigney.
