Item No: 7F <br />Meeting Date: July 13, 2009 <br />Type of Business: CB <br />Administrator Review: ____ <br />City of Mounds View Staff Report <br />To:Honorable Mayor and City Council <br />From:Joe Rhein, Consulting Engineer <br />Item Title/Subject:Resolution 7478 Ordering the Project and Authorizing <br />Preparation of Plans and Specifications for Areas B and C of <br />the Street and Utility Improvement Program <br />Background <br />On October 13, 2003 the City Council adopted Resolution No. 6110 authorizing the <br />preparation of a Preliminary Feasibility Report and consultant selection for the 2003 <br />Street Improvement Project – Phase II. This project later became known as the 2005 <br />Street Improvement Project. <br />On March 14, 2005 the City Council held a Public Hearing on the Feasibility Report for <br />the 2005 Street Improvement Project. <br />On May 9, 2005 the City Council adopted Resolution 6520 approving the sufficiency of <br />petition in opposition to the 2005 Street Improvement Project. With this action, the 2005 <br />Street Improvement Project was suspended. <br />On March 12, 2007 the City Council approved Resolution 7045 establishing the Streets <br />and Utilities Task Force. <br />On October 22, 2007 the City Council adopted Resolution 7176 establishing the Street <br />and Utility Improvement Program as recommended by the Task Force. The Program <br />includes nine Street and Utility Improvement Projects identified as Areas A through I. <br />Area B is the area formerly identified as the proposed 2005 Street Improvement Project. <br />On February 11, 2008 the City Council approved Resolution 7223 creating the Streets <br />and Utilities Committee. The overall charge of the Committee is to ensure the Street <br />and Utility Improvement Program is implemented as adopted and to advise and provide <br />recommendations to the City Council on certain issues pertaining to the Program. <br />On September 22, 2008 the City Council adopted Resolution 7339 Authorizing <br />Preliminary Survey Activities For Area C Of The Street and Utility Improvement <br />Program. <br />On March 9, 2009 the City Council adopted Resolution 7420 authorizing the preparation <br />of a Preliminary Feasibility Report for Area C of the Street and Utility Improvement <br />Program and selecting Bonestroo as the engineering consultant for the project.
