5 <br /> <br />ARTICLE V <br />CITY COUNCIL LIAISON <br />The City Council may appoint from among its members a Liaison to the Committee on an annual <br />basis. The role of the Liaison would be to serve as a conduit for sharing information and updates <br />between the City Council and the Committee. The appointed Liaison would not be a member of <br />the Committee. <br /> <br />ARTICLE VI <br />PARLIMENTARY AUTHORITY <br />Section 1. PARLIMENTARY AUTHORITY: Robert’s Rules of Order Newly <br />Revised shall govern Cable Committee meetings in all cases to which they are applicable and in <br />which they are not inconsistent with these By-Laws and/or any special rules of order the Cable <br />Committee may adopt. <br />Section 2. SUSPENSION: Robert’s Rules of Order may be temporarily suspended by <br />consent of the majority of the members. <br /> <br />ARTICLE VII <br />POLICIES <br />The Cable Committee shall establish policies to follow in producing its cable television <br />programs. It shall address the following but may not be limited to: Commercial Messages or <br />Material; Political Campaigning; Candidates’ Forums and/or Meetings; Religious Material; <br />Special Programming; Obscenity and Defamation; Schedule and Program Priorities; and Funding <br />Sources. <br /> <br /> <br />ARTICLE VIII <br />AMENDMENT TO BY-LAWS <br />Section 1. AMENDMENTS. The Cable Committee by-laws may be amended, repealed <br />or adopted by a majority of the Cable Committee members upon thirty (30) days written notice <br />of the proposed change in its entirety during a meeting of the Cable Committee members unless <br />said notice is waived by all of the members.
